Job Purpose

The purpose of this position is to ensure that the emergency nutrition response CMAM/MHNT implementations (TFP services and system strengthening) are in line with donor requirements, the country protocols and international standards through effective technical support to Health Workers at HFs and ensuring quality CMAM/MHN service with maximum coverage. The CMAM SPO is responsible for planning, implementation and monitoring of TSFP implementation and quality TFP services for management of Sever Acute Malnutrition in OTPs and SC. This position will be a focal point for nutrition team and report to emergency program manager

Main Duties & Responsibilities

Technical Support and Facilitation

  • Ensure the emergency responses are implemented as per desired standards of the donor and the country.
  • Ensure the CMAM officer provides continuous technical support for outreach workers through coaching and mentoring. 
  • Ensure baseline and end line health facility assessments are conducted before technical and logistical support started and at the end of the project period and produce well-articulated assessment report.   
  • Ensure that the OTP/SC components of the emergency nutrition project is of good quality and is reaching international standards for performance with support from the emergency program manager.
  • Support nutrition team development through coaching and mentoring to enhance the capacity of project and MoH staff.
  • Support and participate in nutrition and coverage surveys and other assessments as needed
  • Ensure referrals and linkage between the health and nutrition services and OTP/SC CMAM components.
  • In collaboration with WoHO staff, plan, organize and facilitate SAM management training to health center / health post staff
  • Ensure the continual availability of food, medicine, and other supplies required for the project in the identified Woreda and ensure its proper management, including ordering, storage, and monitoring
  • Ensure the OTP and SC programme to run through the existing MOH structure
  • Support HFs and HWs for proper management of OTP/SC stocks, monitor rates of consumption and ensure supplies are ordered on timely manner
  • Support the outreach work of government Health Extension Workers to implement the government run OTP/SC services according to national guideline, international standards and Concern policies
  • Ensure weekly and monthly reports are submitted to the Snr Project Officer using appropriate format
  • Ensure and support the Woreda Health Office (WoHO) staff in reporting, recording and supply management of OTP and SC programmes
  • Liaise with health center and health post staff on the planning, implementation and monitoring of OTP and SC in their locations
  • Facilitate proper management of OTP/SC stocks by MOH counterparts; monitor rates of consumption and ensure supplies are ordered in timely manner
  • Prepare weekly and monthly progress reports and any other required documentation for submission to the Snr Project Officer.
  • Organize and participate in Joint Support supervisions to CS, OTP and TSFP sites with the Woreda Health Office personnel’s and the Snr. Project Officer

Coordination and Networking

  • In collaboration with emergency program manager, facilitate and participate regularly at Woreda level health and nutrition taskforce meetings to be chaired by the Woreda health office and/or Disaster Preparedness and Prevention Office/DPPO.
  • Establish and maintain smooth working relationships with Concern staff, government bodies and other stakeholders

Planning, Reporting and Accountability

  • Prepare weekly and monthly progress reports and any other required documentation for submission to the emergency program manager.
  • Ensure and support the Woreda Health Office (WoHO) staff in reporting, recording and supply management of OTP and SC program
  • Ensure weekly and monthly reports are submitted to the emergency program manager using appropriate format (narrative and statistics with database)
  • Report any problems in a timely manner to the emergency program manager.
  • Ensure that program participants and stakeholders have clear information about the program activities as appropriate and relevant to them.
  • At all times, adhere to policies and guidelines of Concern.
  • Support on cascading induction on  mainstreaming gender, protection, accountability, HIV/AIDS, and equality to other project staff

Job Requirements

Person Specification

  • BSc Degree in Public Health/Nursing with minimum of three years or Diploma in clinical nursing five years relevant experience
  • Profound experience in CMAM, particularly SAM management
  • Computer literate
  • NGO experience in emergency projects is an advantage
  • Good communication and report writing skills
  • Good negotiation skill with government and other agencies
  • Ability to communicate effectively in both oral and written English.
  • Good interpersonal skills and team player with sensitivity to cultural diversity
  • Ability to work under pressure
  • Ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic
  • Experience in providing training and capacity building for staff
  • Fluent in Amharic languages
