Background

Ethiopost is a state-owned enterprise (SOE) tasked with the establishment and expansion of postal services in the country. It is the designated postal operator (DPO) that provides postal services throughout the Ethiopian territory in order to fulfill the government’s universal service obligation (USO).

The postal sector has been impacted by many disruptions resulting from digitization and more recently the COVID-19 pandemic. DPOs have hence adopted their operations to these changes and persisted in the face of challenges. Similar to trends in the industry elsewhere, Ethiopian Post has been expanding into new businesses including financial services, transportation, and retail in addition to its core business of delivering letters and parcels.

Over the past two years, Ethiopost has been implementing an institutional reform aimed at optimizing its operational processes, strengthening its controlling systems, and increasing its revenues to secure a firm financial standing. It has intensified efforts to expand its financial service offering as well as venture into an e-commerce service. It has benefited from the Universal Postal Union (UPU) programs in e-commerce to identify gaps and plan interventions to ensure that its internal workings are optimal for e-commerce operations.

Ethiopost is looking to expand its retail services by setting up an effective system to manage the distribution and sales of third-party stock.

Objective

The main objective of the position is to plan and oversee the implementation of Ethiopost’s distribution and sales service to deliver efficient service and maximizing revenue. The project manager will be responsible for building the necessary team and setting goals, targets and procedures for the project in consultation with Ethiopost’s senior management to kick start the new service. She/he will also be responsible for overseeing the daily operations, managing performance against set targets and providing regular reports.

Key Roles and Responsibilities

The Project Manager will be responsible to:

•  Determine and define project scope and objectives
•  Prepare resource plan and budget; manage resources in an effective and efficient manner
•  Develop and manage a detailed project schedule and work plan
•  Design project team structure and job descriptions; oversee the hiring and induction of team members necessary for project execution
•  Establish effective project communication plans and ensure execution
•  Coordinate with team members, other Ethiopost teams and external stakeholders to ensure all project requirements and deadlines are met
•  Oversee daily operations, set up financial controls and follow up accordingly
•  Provide timely project updates to the company’s management
•  Submit project deliverables and ensure they meet relevant quality standards
•  Prepare status reports by gathering, analyzing and summarizing relevant information
•  Manage contracts with vendors and suppliers
•  Facilitate change requests and ensure all parties are informed of the impact
•  Utilize industry best practices, techniques, and standards throughout project execution
•  Coordinate the development of manuals, training materials, and other documents necessary for successful implementation
•  Monitor progress and make adjustments as needed
•  Measure project performance to identify areas for improvement
•  Perform risk management to minimize project risk, and
•  Other roles that might be required to achieve project objectives

Job Requirements

Required Qualifications and Skills

• Bachelor’s degree in computer science, business information systems, engineering, marketing, or related field
• 5 years of project management or related experience
• Proven ability to solve problems creatively
• Strong familiarity with project management software tools, methodologies, and best practices
• Excellent analytical skills; strong interpersonal skills
• Resourcefulness and can-do attitude
• Solid organizational skills including attention to detail and multi-tasking skills
• Proven ability to complete projects according to outlined scope, budget, and timeline
