The Shelter PM will play a key role in implementing the shelter programming in North Wollo, Habru District. He/She will have the opportunity to oversee the rehabilitation of homes affected by the conflict and with provide leadership and encouragement to the shelter program team. With guidance and supervision from the Area Coordinator and other senior management staff, the Shelter Program Manager will have a key role in leading the Shelter teams and ensure technical quality and implementation of shelter programming in all of SP’s areas of operation in Habru. 

Key Responsibilities

  • Manage shelter program in assigned area and ensure implementation of the program within budget and allocated time frames.
  • Provide technical support and leadership to shelter staff to meet quality standards in shelter delivery, encourage beneficiary participation, liaise with other stakeholders.
  • Develop and implement effective shelter strategies in consultation with shelter staffs and area coordinator.
  • Set clear objectives and indicators for shelter activities in collaboration with the shelter staff, M&E staff and, where appropriate, with the local communities.
  • Continuously monitor and supervise shelter activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data.
  • Ensure accurate and timely reporting of activities according to SP timeframes and BHA standards.
  • Line-managed the Shelter coordinator, mobilizers and training officers of assigned project including day-to-day management.
  • Develop weekly activity plans, coordinate site visit and work on monitoring schedules.
  • Follow up on procurement of shelter materials and ensure appropriate distribution procedures are taken place.
  • Ensure documentation of progresses, updates, letters, success stories and lessons learned.
  • Provide coaching and technical supervision to staffs in order to develop ownership and responsibility of staffs.
  • Manage the shelter budget for assigned program and ensure all expenses are according to budget and meet the SP standards with regard to financial management, including accountability and transparency.
  • Participate in zonal shelter coordination meetings and other working groups or meetings as required, representing Samaritan's Purse and feeding back to the shelter staff and area coordinator on relevant issues.
  • Other duties as assigned.

Job Requirements

Education/Experience Needed

  • Degree (Master’s Preferred) in Civil Engineering, Construction Technology Management, Or other related disciplines
  • Five years’ experience (from which 2 years in shelter project manager level) working in shelter programs, filed operations or community development
  • Experience working for an INGO preferred
  • Experience working with IDPs or in a rural setting is an advantage
