STEP III 

The Ethio-German Sustainable Training and Education Programme (STEP) improves the employment prospects of young Ethiopians by promoting quality and relevance in vocational training and higher education. In cooperation with the Ministry of Labour and Skill (MoL&S) as well as related agencies and institutions, the programme establishes strong linkages between the education and the private sector to support the development of a modern education system geared towards employment and economic growth. In this, employers, education providers and public authorities come together to identify their needs and jointly develop education and training solutions that best tackle the skill mismatch.

Within this programme the Skills in Agro-processing team is focusing on enhancing the skills of youth and women in the catchment areas of fours Integrated Agro-Industrial Parks (IAIPs) in Amhara, Oromia, Sidama and SNNPR. The project is closely working with federal and regional public and private institutions and stakeholders to jointly develop the skills of the current and future workforce for the modernization of the agro-processing sector in Ethiopia. The initiative is co-funded by the German Ministry of Foreign Affairs (BMZ) and the European Union as part of the EU co-funded PROSEAD programme of which the project is the component 4.

Responsibilities and Duties

The Junior Advisor is responsible for all tasks related to monitoring and evaluation (M&E) of the component interventions within the STEP and PROSEAD programmes. S/he supports establishing a knowledge management system and acts as a focal point for all communication, public relations, and visibility related activities. The Junior Advisor also provides administrative and office management support (workshops and travel organization, procurement, etc.) to the Head of Component, the Senior Admin officer and, when needed, to the team members in terms of internal and external coordination. The primary responsibilities include: 

  • Act as a focal point for all M&E, C&V and PR related topics toward STEP, GIZ and External actors.
  • Responsible for the correct implementation of M&E activities for the component, including facilitate and organize all M&E relevant data from the component.
  • Coordinate with and contribute to the monitoring and evaluation working group inside the respective STEP and PROSEAD programmes to ensure correct integration of the component within the programmes and harmonization.
  • Develop and maintain a knowledge management system for the component (DMS, SharePoint, MS Team, etc.).
  • Develop and or support in the development for the C&V content to be used for various communication, PR, and visibility related products in coordination with donors and stakeholders.
  • Support the Head of Component and the team in the project management, such as the development of operational plans, procurement activities, drafting of reports and coordinate cross-cutting issues such as Gender Mainstreaming (together with the Gender Focal Point of the programmes), inclusion of people with disabilities and do-no-harm approaches. 

Main Tasks:

1.     M&E specific advisory services:

  • Undertake periodic monitoring and evaluation of activities, including supporting the preparation of periodic and annual M&E work reports, plans and budgets.
  • Lead and support the digitalization of M&E processes and tools (e.g., Digital Tracing Solutions) for the efficient collection and elaboration of data and for the monitoring and evaluation of project implementation;
  • Coordinate with the M&E at component level and support the M&E working group on Programmes level to establish and maintain a result-based monitoring system;
  • Ensure that component specific M&E data are readily available to the management and programmes level monitoring working group, particularly on output, outcome results, impacts and lessons learnt;
  • Conduct research and reports on regular basis on activities being implemented under the respective component level;
  • Document and report regularly on the status of operational results, adapt this documentation to the different needs of the two programmes and other stakeholders;
  • Provide support for the staff in the component on the M&E process;
  • Support the development and implementation of tools for data management by the team and/or external consultants and subcontractors
  • Support the Head of Component in the management of the team through planning and reporting activities
  • Contribute to the monitoring groups of the two programmes and support the establishment of harmonized monitoring systems. 

2. Communication and Visibility (Networking and Cooperation)

  • Develop – together with the respective experts - content for success stories, press releases and other audio and video products;
  • Support in organization of major events, conferences and visibility-focused measures;
  • Support the development and implementation of C&V materials by the team and/or external consultants and subcontractors.
  • Lead and support the on-line and digital communication and visibility initiatives of the project (Social media, websites, etc.);
  • Initiate and supervise/coordinate the procurement of external services for C&V as required (draft ToR, launch procurement/service request process, supervise delivery) 

3. Knowledge management and coordination

  • Lead the digital knowledge management and knowledge sharing on digitalization and related topics (DMS, websites, mobile applications, blended leaning, etc.);
  • Develop and maintain the knowledge management system for the respective component;
  • Share tools and approaches with the team members and relevant partner organizations;
  • Support the Component Manager in operational planning and documentation of the support activities;
  • Support the Head of Component and the team in planning and reporting tasks;
  • Support the development of tools and approaches in planning and delivering training;
  • Support the monitoring and evaluations measures for enhancing training quality. 

4. Other duties/additional tasks

  • Offer secretariat support for overall operations of the respective component;
  • Support the Head of Component and the team in Admin and Procurement tasks as needed;
  • Actively engage in cross-cutting issues and working groups;
  • Initiate, facilitate and coordinate cross-cutting measures in the areas of Gender Mainstreaming (together with the Gender Focal Point of the two programmes), inclusion of people with disabilities and do-no-harm approaches (together with other experts);
  • Perform other duties and tasks as assigned by the manager or supervisor.

Qualifications

  • University degree (BA/BSc) in a topic related field (technical education, education management, project management, business administration, psychology, social sciences)
  • Master’s degree in relevant field considered as an asset. 

Professional experience

  • Beginners professional experience in a comparable position in the field of development cooperation, preferably in the area of M&E, knowledge management, PR and cross-cutting issues
  • Knowledge about Results-Based Monitoring and Evaluation, reporting, communication, and knowledge management
  • Experience in data collection, statistical analysis, research, and dissemination of results
  • Good understanding of cross-cutting issues, especially Gender, inclusion and do-no-harm approaches. 

Other knowledge, additional competencies:

  • Strong computer and digital skills, especially in Microsoft Package (MS Word, MS Excel, MS Access, MS Power Point, MS Team).
  • Knowledge of statistical software packages commonly used for data analysis will be an asset.
  • Strong organizational competences.
  • Fluent written and oral knowledge of the English and Amharic languages.
  • Good interpersonal skills and willingness to cooperate with various stakeholders.
  • Good understanding of public relations, marketing, and communication skills.
  • Excellent communication skills and ability to work in team and build team spirit;
  • Excellent ability to build and maintain good working relations with local actors on different levels and different organizations;
  • Solution-oriented and proactive;
  • Good conflict resolution, coordination, and mediation skills;
  • Intercultural competence.
  • Flexibility and preparedness to perform a changing array of duties according to the needs of the project;
