ZOA is looking for a
Emergency Project Manager
ZOA’s programme in Ethiopia
ZOA works in several regions in Ethiopia: Gambella Regional State (field office in Gambella Town), Somali Regional State (field office in Dolo Ado and Melkadida refugee camp), Tigray Regional State (field office in Shire and Mekelle), Oromia Regional State (field office in Harar), Amhara and Addis Ababa. In Ethiopia, ZOA works with Internally Displaced People (IDPs), host populations, persons with disabilities, returnees, and a large population of refugees who fled a combination of violence and drought in Somalia, South Sudan and Eritrea.

Your challenge
Provide management, coordination, and direction for the USAID/BHA Lifesaving Emergency response on FSL, Shelter and WASH components for drought-affected population projects in three woredas of East South Wollo and North Wollo zones of Amhara region. This includes managing stakeholder relationships; project deliverables; internal and external reporting; participation in cluster meetings and external representation; and managing staff.
ESSENTIAL RESPONSIBILITIES AND DUTIES
1. Project Management:
Work with emergency response coordinator, finance, and admin team to:
- Oversee the overall implementation of the Emergency integrated response projects in accordance with the project proposals, ensuring objectives are met within the required time frame and budget.
- Manage activity plans including resource needs analysis, covering the time frame of the Emergency response projects.
- Coordinate with ZOA field office Program coordinator and field-level humanitarian partners in east North and South Wollo zone woredas for future scale-up of the project.
- Ensure that all staff under supervision clearly understand their roles and responsibilities. On the basis of their job descriptions monitor staff performance and provide constructive feedback to staff
- Maintain an overview of the national context with a view to the strategic development of new projects in coordination with ZOA Amhara emergency response coordinator.
- Develop and submit weekly/monthly and quarterly work plans in line with the PIP to the line manager and submit Emergency projects and field visit report timely to share the progress and issues during implementation.
- Maintain proper record keeping of the project activities during the implementation of the project available at the field office.
- Lead initial rapid or detailed assessments in collaboration with field staff, local leaders, authorities, and affected populations to determine priorities and immediate activities and resources
- Provide technical support in the design, installation, maintenance, and operation of existing and future rural water supply systems.
- Lead the selection, design, and upgrade of the most appropriate forms of sanitation system (to include excreta disposal, vector control, solid waste disposal, and drainage) in accordance with SPHERE standards and taking full account of local conditions, resources, customs, and cultural norms.
- Lead the selection and design of appropriate shelter units in accordance with SPHERE standards and take full account of local conditions, resources, customs, and cultural norms.
- Design and implement shelter, WASH, Food security, and livelihood response interventions through new innovative approaches to assist target communities in projects targeting woredas of North and South Wollo Zone of Amhara region.
- Arrange and lead the project-related training sessions.
2. Monitoring and Evaluation:
- Ensure good M&E practices are embedded, including documentation of good practices and case studies for visibility and reporting
- Ensure a culture of learning and knowledge sharing between staff and partners as well as ZOA Ethiopia team members
- Ensue the delivery of timely and accurate monthly and quarterly progress reports, utilizing ZOA’s and donor templates, to the programme coordinator, stakeholders, and local government.
3. Partnership Management:
- Maintain and strengthen existing partnerships and develop new ones to ensure delivery of objectives; ensure application of ZOA’s people first principles and values in the partnerships
- Ensure partners are engaged in project planning and review processes.
- Identify, maintain, and strengthen relationships with key stakeholders to strengthen project impact and sustainability after project closure
- Ensure a high level of collaboration and coordination with other organizations implementing similar sectors in the project areas
- Represent ZOA at cluster meetings, events, and meetings as appropriate.
4. Project Team management:
- Manage, coach, and motivate a high performing project team within the performance management framework, ensuring the application of ZOA’s values
- Ensure all staff have a performance agreement with agreed objectives and conduct monthly 1-to-1 meetings with direct reports
- Ensure staff fully understand ZOA’s project management and peacebuilding approaches and put in place an appropriate training plan.
- Engage staff in project planning and review; supporting them to identify linkages between their work and delivery of ZOAs goals
- Professionally recruit and manage all consultants ensuring that their work is delivered as per the work plan and is contextualized to the operating environment.
Job Requirements
Required Educational and Technical Knowledge
- BA/MA degree in Development Studies, Water engineering, Agriculture, Civil Engineering, Project Management, International Development, Social Sciences, Humanitarians Studies, and related subjects.
- Relevant technical expertise and at least 5 years of practical experience in applying project management.
- Considerable experience (at least 5 years) of design and implementation of relief and development in relevant fields in Ethiopia.
- Experience with USAID/BHA funded project and demonstrated experience in Shelter, FSL, and WASH sectors.
Required Management Competence
- Personal qualities of integrity and commitment to ZOA’s mission
- Demonstrated ability and substantial experience of programme management responsibilities in relief, IDPs, and consortium programmes.
- Demonstrated experience in applying project cycle management practices at a project or community level, with a facilitative approach, while retaining a strong focus on results orientation.
- Excellent interpersonal, communication, dialogue, and human resource management skills and proven team-building ability, necessary to support, motivate and mentor staff and partners
- Ability to create a creative, open-minded, learning, constructive and innovative working environment.
- Ability to work with local organizations and actors with knowledge about and experience from the relevant Amhara region context, to utilize and ensure their capacity and continuous capacity development, and to otherwise adapt ways of working accordingly.
- Additional management skills, necessary to meet project requirements in terms of coordination, coherence, and consistency of project implementation, financial management, monitoring, and reporting.
