Job Title: Protection Coordinator – Case Management and PSS

Location: Addis Ababa with frequent travel to field locations (at least 25%)

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role: 

The Protection Coordinator for Ethiopia will support DRC’s Protection Manager in leading DRC's protection programming, serving as the technical lead on all case management (GP/GBV/CP) activities, as well as DRC’s PSS programming. He/she will provide technical oversight to DRC’s protection project and activities across several field operations, ensuring the improvement and application of harmonised and quality standards and support a consistent integration of a rights-based approach into all DRC's programme activities across the country.

RESPONSIBILITIES

Technical Oversight of Protection Programming

  • Ensure that DRC's emergency protection interventions, specialised assistance such as IPA, GBV ,, CP, PSS and community-based protection activities and others are designed and implemented according to best practices and interagency standards.
  • Engage in protection strategy development process towards developing an effective and efficient strategy for the prevention, protection, and response to protection concerns.
  • Develop with the Protection manager the necessary guidelines, SOPs and tools to support the roll out of safe, sensitive and quality protection activities across the field bases.
  • Provide guidance to protection field team in ensuring case management activities including CP, GBV, and protection case management are implemented in line with interagency guidelines and standard operating procedures.
  • Support field team in setting up case management referral mechanisms including provision of assistance in service mapping, developing referral protocols and SOP’s to ensure beneficiaries access to relevant services
  • Collaborate with field team and PIMs to develop protection and case management information management tools and ensure all protection and case management data are kept up to date and data protection and sharing protocols are in place and observed. 
  • Provide training, coaching, mentoring to support the field teams.
  • Develop, adapt and oversee the roll-out and application of quality measures for DRC’s protection activities in line with SPHERE standard, DRC’s protection minimum standards, interagency guideline for gender-based violence in humanitarian setting, Inter-Agency Minimum Standards for Child Protection, guidelines defined in national coordination forums, and similar.
  • Provide support to protection mainstreaming across the organisation
  • Lead protection assessments to inform program design and strategic direction 

Coordination and Representation

  • Represent DRC in protection coordination meetings as agreed with the Protection Manager.
  • Ensure internal coordination and harmonization of DRC protection-related activities with DRC's Ethiopia and regional protection programs.
  • Support the development of protection networks between DRC protection teams in Ethiopia
  • Promote improved understanding of protection issues among all relevant stakeholders 

Monitoring, Reporting, and Development

  • Support the Protection Manager and Head of Programs on planning and designing protection related proposals as relevant.
  • Develop protection-focused program monitoring tools as relevant and upon request.
  • Monitor protection project work plans, M&E plans, and recruitment plans to ensure progress aligns with project time line and target.
  • Undertake quality control and site monitoring to ensure that services are provided according to international best standards.
  • Conduct program monitoring as per expected outputs and outcomes.
  • Monitor the implementation of specialized services including case management, IPA, and PSS to ensure alignment with DRC’s guideline, interagency standards and local SOP’s. 
  • Review project and programme donor’s reports in agreement with the Protection manager
  • Explore new business and partnerships and work closely with the Protection Manager to develop quality proposals, concept notes and budgets

Management and supervision

  • Provide technical supervision to protection staff across DRC’s field sites, in collaboration with the Protection Manager and the Area managers.
  • Contribute to the recruitment and performance management of protection staff as needed.
  • Develop staff capacities on the rights-based approaches, participatory protection assessments and monitoring, interagency CP and GBV guidelines and inclusion of vulnerable groups though training, mentoring and coaching.
  • Conduct and supervise internal and external trainings on protection related issues including protection mainstreaming for DRC staff, partners, and project beneficiaries.

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • 5 years' work experience within the field of protection
  • At least 3 years’ experience working with INGO's, UN in IDP/refugee settings or/ and in complex emergencies in middle level position.
  • Demonstrated experience in at least one of the following areas: protection monitoring, CP, GBV, Community based protection, provision of specialised services (Case management, IPA, counseling)
  • Experience in emergency context is highly desirable
  • Demonstrated experience coordinating with and supporting national and local authorities as well as humanitarian coordination forums.
  • Excellent analytical skills
  • Ability to work effectively and efficiently unsupervised.
  • Demonstrated ability to prioritize, meet deadlines and adapt in a complex and challenging environment.
  • Experience with capacity building, and in convening and facilitating trainings and workshops.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.

Education (include certificates, licenses etc.):

  • Minimum a university or graduate degree in social studies, international development, gender, or other relevant field;

Languages: (indicate fluency level)

  • Excellent English writing skills;
