We are pleased to announce the following vacancy for Senior Officer - Materials & Cost Control, within the Information and Technology Function in Ethiopia. In keeping with our current business needs, we are looking for a person who meets the criteria indicated below. 

Detailed Description 

This role Reports to the Senior Manager, Materials & Cost Control. The role is responsible for Management of the Network Capex/Nopex budgets & costs – Budget forecasting and cost evaluations, Management of Network materials and Equipment – Materials forecasting, procurement, allocation and utilization and Contract Management – RFQ preparations, contractor evaluations and administration of damages.

Job Responsibilities

CAPEX Management

• Prepare detailed CAPEX budget for the network rollout; optimization and other adhoc works.
• Prepare investment papers for budget justification to get CAPEX governance approval.
• Preparation of budget requests for accurate budget loading for the Network CAPEX
• Budget Utilization Monitoring & Reporting
• Check received quotes from contractors to ensure they conform to work scope and approved rates
• Raise in Oracle ERP all Purchase Requisitions (PR’s) & resultant Purchase Orders (PO’s) for Network Projects for both equipment and services.
• Ensure timely acceptance/receipting of invoices in Oracle where projects or equipment if fully delivered

 Network Equipment/Materials Management

• Consolidation and harmonization of Network material
• Liaise with Supply Chain to ensure ordered materials are delivered in good condition and on time for project implementation.
• Monitoring of material utilization and stock levels to avoid unexpected shortages
• Liaise with other departments for equipment and materials loaning where unforeseen or unplanned projects come up & follow up to ensure the loaned equipment and materials are replaced/backfilled.
• Liaise with Supply Chain Management to ensure obsolete materials/equipment are sold out to ensure optimal utilization of warehouse space.
• Verification of Material Requests (MR’s) forms to ensure accurate quantities are captured
• Process Internal Requisitions (IR’s) and Return Internal Requisitions (RIR’s) as per approved MR’s

 Contract Management.

• Prepare all required RFQ’s for Network Projects including Bills of Quantities Preparations.
• Involvement in contractor evaluation to ensure that Safaricom engages with best contractors; this involves RFQ evaluations and performance evaluations.
• Analysis of project delays or equipment damages to ensure damages are administered accordingly.
• Analysis of work allocation to contractors to ensure a balance of the same

Technical Competencies:

• Microsoft office applications (MS Word, Excel, PowerPoint et al) Advanced proficiency
• Messaging and collaboration (MS Outlook, MS Project) Intermediary proficiency
• ERP Collaboration (Oracle Enterprise ERP or related) Intermediary proficiency

Job Requirements

• University Degree in Building Economics (Quantity Surveying)/Construction management/Civil Engineering or other equal and equivalent qualification
• 3 years post-graduation experience with minimum 2 years’ experience in Telecommunications industry.
• Registration with relevant Professional Bodies an added advantage
• Proficiency in Microsoft application programs (MS Word, Excel, PowerPoint et al
• Good data analytics, visualization & reporting skills
•  Project Management (Agile) Certification
• Excellent communication and interpersonal skills
