Job Summary

The Deputy Finance Manager will be responsible for maintaining an accurate record of all financial transactions meeting both financial rules and regulations required by donors and Samaritan’s Purse International Relief.

Job Requirements

Key Responsibilities;

  • Deputizing the Finance Manager and Supporting the Finance Manager on budget planning
  • Ensure that there is sufficient allocation of financial resources at relevant project sites and review financial management capacity of finance and project staff, providing training, advice and support as needed.
  • Coordinate the Financial functions of the field offices and support the Finance Officers to perform their job productively.
  • Support preparation of monthly, quarterly and yearly financial reports.
  • Support identification and design where necessary, appropriate training for staff and partners in financial management and planning, particularly with regard to donor requirement and reporting.
  • Provide accurate and timely production of financial reports to donors and the effective tracking and reporting on multiple donor-funded programs.
  • Work with logistics staff to ensure logistics systems adhere to SP and donor minimum standards.
  • Maintain detailed records for all financial transactions in an organized and professional manner
  • Perform daily functions including recording all cash, maintain cash ledgers, monitor cash advances and field expense reports, and reconcile cash on hand.
  • Provide required weekly reports by specified deadlines to the Finance Manager as assigned
  • Ensure financial/accounting activities are carried out in accordance with Samaritan’s Purse field finance policy and guidelines.
  • Review and ensure accuracy of financial transactions for Samaritan’s Purse field operations based in the region as appropriate (includes vouchers, FERs, Cash Advances, transfers, etc.)
  • Support the preparation of Month End reporting as well as weekly posting of financial transactions in a timely manner.
  • Ensure all cash is reconciled on a daily basis, reporting any over/under to Finance Manager and investigate any over/under situations
  • Administer cash advances to employees and partners, reconciling all receipts and remaining cash
  • Prepare and review payroll with all the applicable taxes and deductions.
  • Facilitate filling of tax returns with ECRA
  • Participate in both internal and external audits
  • Support banking, maintain a healthy relationship with the banks, and tax office.
  • Provide support to Base Officer and/or Program Managers with regard to financial policies/practices and related areas as required
  • Identify areas for financial and administrative improvement and work to implement feasible improvements
  • Follow all procedures provided by the Finance Manager and Country Director
  • Any other duties as may be required from time to time.

Education / Experience Needed

  • BA Accounting, Finance or related field of study and one to three years related experience and/or training or equivalent combination of education and experience.
  • MBA, MSC in Finance, ACCA/CPA, CCA would be an added advantage
  • 5 years of progressive accounting and Financial Management experience required. Experience in a Similar position desired
  • Knowledge of IPSAS is an added Advantage
  • Prior experience with USG/USAID/BHA is desirable

Skills Required

  • High level of attention to detail, good organizational and problem-solving skills
  • Working knowledge of Microsoft Office, particularly Excel
  • Ability to prioritize own workload, work independently and work to deadlines.
  • Good interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good coaching and training skills and ability to develop others.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Willingness to travel on short notice and often in difficult circumstances.
  • Excellent communication skills and fluent written and spoken English
