Zonal TB Clinical Consultant (#5) in conflict Affected Zones
Reports to: Regional Manager
Location: 5 Zones in Amhara Region
Overall Responsibilities
USAID Eliminate TB Project is seeking Zonal TB consultants for conflict affected areas of the Amhara Region. The overall purpose of the consultants is to effectively implement the post conflict recovery plan of the TB program, in collaboration with the government counterparts and implementing partners. The TB consultants will intensively support technically the ZHD, WoHO and HFs (public and private); support and facilitate TB service delivery; support live saving interventions; build the capacity of HCWs and monitor the overall TB program activities in the conflict affected zones.

Specific responsibilities
· Lead and coordinate zone specific recovery plan development and execution in affected areas
· Establish zonal task force/technical working group to oversight, lead and monitor effective implementation of the recovery plan
· Provide technical assistance to ZHDs, WoHOs and health facilities to hasten the recovery plan implementation as part of a comprehensive response through active role in regional/zonal coordinating (TWG) activities.
· Closely work with Ethiopian Pharmaceutical Supply Service (EPSS) respective hubs and other partners to distribute and redistribute drugs and supplies.
· Support the provision of quality care to patients on treatment, finding and bringing back patients lost from care, reaching out to the IDPs and host communities.
· Coordinate and support awareness creation at community level
· Support and conduct outreach TB screening campaigns in the IDPs and host communities to ensuring access to care within their community using HEWs or treatment supporters.
· Advocate for psychosocial support which includes nutritional support and facilitate transportation to reach the service delivery points
· Closely work with the regional/national clinical team that will be responsible to provide consultations and clinical decisions as per the interim clinical guideline.
· Providing support to HFs to resume quality TB service delivery in the community and health facilities.
· Provide orientation to HEWs, civil society organizations (CSOs), health care workers and laboratory personnel in the public and private health facilities on the interim clinical guideline and program management.
· Facilitate and support training needs assessment and gap filling training for clinicians, lab personnel, and program managers as per the need.
· Facilitate and revitalize the integrated sample transportation system through the postal system (EPSE) and or using the chosen local alternatives.
· Conduct Woreda-based joint supportive supervision to ensure program leadership continuity and maintain patient quality of care.
· Facilitate and conduct zonal level review meetings with key program implementers to monitor progress.
· Initiate and facilitate the distribution of recording and reporting tools
· Coordinate and facilitate biweekly zonal technical working group meeting to address urgent matters and share the minute
· Support GeneXpert sites for better service utilization while reducing unsuccessful results
· Able to coordinate with collaborating partners and other relevant stakeholders
· Develop and share best practice and success stories
· Compile, analyze and share weekly and monthly activity and performance reports
· Other duties assigned by the supervisor
Qualification and minimum requirements
· BSc in health sciences field plus MSc/MPH from recognized university
· Previous experience on TB program and support is required
· Understanding of TB DOTS, PMDT and TB/HIV and EQA programs is essential
· 3 or more years of work experience in TB or TB/HIV in the existing health system
· Previous experience with USAID or other USG funded related projects is an advantage.
· Excellent communication and interpersonal skills, demonstrated leadership, and the ability to work collaboratively with partners.
· Computer literacy: competency with Microsoft Office and internet.
· Fluency in spoken and written English is required.
· Willingness to travel frequently within the catchment area
· Ability to perform incidental works
