Job Summary:

The JEOP Project Officer – Grants, will be responsible to monitor and report on clerical and accounting services related to JEOP projects in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. The candidate’s thorough and service-oriented approach is expected to support in her/his role, applying clearly defined accounting and financial reporting processes, procedures and service standard.

 Job Responsibilities:

  • Ensure PO is created for every partner advance request and the PO reference number created by the system is shown on the request
  • Ensure by closely working with partners and CRS Ethiopia Finance team that all advances to partners of JEOP programs are released on time.
  • Ensure any amendments in the budget, project period, etc. with partner is updated in the SCM (and Gateway???).
  • Work closely with JEOP Grant team and partners to ensure project advances and reimbursements are in accordance with approved budgets as per the PO.
  • Update JEOP partner PO based on the liquidated balance.
  • Ensure detailed expenditure type, project number and tasks are captured in the PO detail line for each project before it is approved.
  • Follow up with partners to prepare financial documents and verify whether they are accurate, valid, and are supported by necessary attachments.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
  • Support SRFMP field visits to JEOP partners office and follow up and support the actual implementation of partners internal control improvement plans.
  • Provide administrative and clerical support to financial transactions processing, including preparation, typing, photocopying, and scanning financial related documentation. File accounting and financial reporting documentation as instructed.
  • Receive Liquidation and VAT documents from the partners and prepare tracking sheet.
  • Ensure all JEOP partner on processed financial document are recorded and updated.
  • Ensure that all partner liquidation reports are summited to Finance on time.,
  • Compile, and support documentation (liquidation/receipt package) to support processing of financial transactions. Communicate with staff, subrecipients, partners, and suppliers to follow up on required documents, questioned costs, and outstanding balances.
  • Support the review process and facilitate financial liquidations and quarterly/monthly cash forecast requests to partners.
  • Follow up of all JEOP payment document including of partners advance with finance.
  • Manage JEOP asset registration.
  • Perform any related activities assigned by the supervisor.

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

  • BA degree in Accounting, Finance, Economics, or Business management.
  • Minimum of two years’ work experience in a similar role with familiarity of standard accounting practices in a USAID funded project. Experience with an international organization is a plus.
  • Experience working USAID funded project preferably in JEOP program,
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience using Insight,

Travel Required: approx. 40%

Internal: JEOP team, Supply Chain department, Finance department and administration teams

External: JEOP consortium members – CARE, FH, HCS, MCS, ORDA, WV, and REST
