Summary: This role will support the Humanitarian response team in programmatic and administrative activities and operation support needs, including emergency preparedness planning, emergency supply chain management, logistics, and other operational support needs nationally. The Program Support Officer will work closely to support the Humanitarian response team to deliver on their commitments to area offices and presences and meet their support requirements in terms of provision of appropriate guidance, guidelines, and tools, processes, and systems, in collaboration with internal and external stakeholders, to ensure delivery of quality humanitarian response with efficiency, effectiveness and with speed and scale.

The person in this role will report directly to the Sr. response operations manager, be an active member of the response operations team, and work closely in collaboration with other team members to support the team and area offices through proper coordination with the Sr. response operations Manager and deputy director of program implementation.

The successful candidate for this role will possess the ability to multi-task, to be flexible and agile with the capacity to work and support all the teams across the response operations and respond to various types of support requirements

This position is contingent upon donor approval and funding. 

KEY AREAS OF ACCOUNTABILITY:

Programmatic:

  • Coordinate awards for projects implemented under response in the three area offices(Amhara, Afar and Tigray) help the response operations lead compile reports and submit to response technical lead and respective TAs.
  • Follow up monthly budgets utilization and variation with response operations manager update the Deputy Director of Program Implementation.
  • Represent the three area offices (Afar, Amhara and Tigray) in internal functional coordination meeting as appropriate
  • Liaison with relevant budget holders and departments of the CO in following up and expediting the execution of program and operation related activities of the operation team and its offices
  • Quarterly Technical Experts support request follow up with the three Area Offices, compilation of field requests and follow up field technical support provisions.
  •   Quarterly Government reports follow up with the three area Offices and project agreements/MOUs sign off follow up
  •  Maintains, tracks and updates the Deputy Director of Program Implementation regarding the monthly deliverables of response operations and technical leads
  •  Travels to the field as required to provide support on specific program operation area as requested

Program Coordination:

  •  Raise, Track and oversee a timely purchase of supplies for the response projects at Addis level.
  • Facilitate transportation of purchased supplies to the response operation sites
  • Follow up of response related related payments and ensuring document fulfilment by closely working with the response finance and supply chain manager
  •  Gather relevant response implementation/operations information pertaining to the operations and its area offices
  • create a linkage between the Field operation team and national response team
  • Ensures that minutes of important meetings are timely received, documented and actions are tracked and the deputy Director of Program Implementation and area managers and response leads are kept informed

Administrative:

  • raise and follow up of any Country office Procurements requests for the response.
  • Critical checking of all payment documents, verifications & payment follow up with supply chain and finance team
  • Offering administrative support to program managers and response operations and technical leads in the country office to facilitate the day to day work routine,including scheduling and organizing meetings.
  •  Ensures that relevant information, reports, minutes and publications are distributed within the concerned bodies of the operation
  •  Develops and maintains an information management and communication system and processes to ensure plans and progress are captured, shared and stored effectively for the response
  • Follows up on any CO programme operations related issues at the request of the Deputy Director of Program Implementation and area managers as appropriate

Job Requirements

QUALIFICATION

  • Bachelor degree in social sciences or equivalent 
  •  Recommended a minimum of 2 years’ experience in Program Management and working in an NGO environment handling program operations activities 
  • Strong organizational, electronic information management and presentation skills and experience. 
  •  Highly developed interpersonal and communication skills
  •  Good cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Fluency in written and spoken English
