Job Description

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking qualified Operations Procurement Coordinator. The Operations Procurement Coordinator is responsible for the management of all Subcontracts and non-health-procurement for commodities and services required for GHSC-PSM program operations in Ethiopia. This individual will be responsible for preparation of RFPs, RFQs, coordinate the vendor selection process, tenders, purchase orders, and the negotiation of awards for services and commodities.

Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Purpose

The Operations Procurement Coordinator is responsible for the management of all Subcontracts and non-health-procurement for commodities and services required for GHSC-PSM program operations in Ethiopia. This individual will be responsible for preparation of RFPs, RFQs, coordinate the vendor selection process, tenders, purchase orders, and the negotiation of awards for services and commodities.

Principal Duties and Responsibilities

  • As Operations Procurement Coordinator for the GHSC-PSM Ethiopia Program, this position will be responsible for the following principal duties and responsibilities:
  • Assist the Operations Manager to respond in a timely manner to procurement requests from program staff.
  • Responsible for drafting, coordinating and development of Subcontracts
  • Prepare solicitations and request for proposals/quotations to obtain bids or work directly with local vendors to obtain quotations and initiate procurements.
  • Take a leading role in negotiations and preparation of contracts and purchase orders and respond to bid queries to vendors.
  • Ensure that procurement activities are carried out in accordance with contractual requirements, including US Federal Acquisition Regulations (FAR).
  • Coordinate the bid evaluation process and prepare summary reports for review and approval.
  • Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions.
  • Contribute to the preparation of requests for approvals and/or waivers.
  • Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
  • Assist in developing and maintaining procurement-related documentation electronically and manually.
  • Provide procurement status reports as requested.
  • Maintain the Subcontractors tracker including the maintenance of up-to-date procurement information and follow-on time renewal and end of contracts
  • Assist the Operations Manager to provide training to project staff on procurement policies and procedures.
  • Supervise and provide oversight of the procurement staff and Procurement unit.
  • Perform additional tasks as assigned by Operations Manager in line with Procurement and Office Management. 

Level of Effort and Location

This long-term position will be based in Addis Ababa, Ethiopia, with intermittent travel throughout the program’s target regions as needed.

Supervision

The Operations Procurement Coordinator will report to the GHSC-PSM Operations Manager or his/her designee.

Job Requirements

Qualifications

  • University Degree in Management, Procurement and Supply Management, Accounting, or related field from recognized educational institutions
  • Minimum of five years’ work experience in procurement management
  • Experience in a USAID, donor funded project or International NGOs preferred
  • Excellent interpersonal and communications skills
  • Ability to work independently, take initiative, meet deadlines with attention to detail and quality and monitor daily operational activities
  • Demonstrated leadership, versatility, and integrity
  • Demonstrated intermediate computer skills in Microsoft Office Suite applications.
  • Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve constraints
  • Self-motivated, interest and experience in managing and supervising technical staff
  • Excellent writing and presentation skills in English
