Management Sciences for Health (MSH) is seeking a Senior Surveillance and Data Management Advisor for a potential five-year USAID Public Health Emergency Management (PHEM) Project in Ethiopia. The project's overall purpose is to strengthen PHEM to mitigate the impact of disasters on the health system and primary care and strengthen the capacity of Ethiopia’s institutions and communities to effectively manage disaster risks.

OVERALL RESPONSIBILITIES:
The Senior Surveillance and Data Management Advisor (“the incumbent”) will be responsible for providing technical assistance on surveillance and Early Warning, Alert and Response System (EWARS) for public health leaders and PHEM officers at zonal, woreda, and community levels. The incumbent will also work with health facilities' managers to ensure EWARS capacities are built at all levels of the health system. The incumbent will also design training guidelines on PHEM surveillance and data management. The incumbent will be also in charge of the monitoring, evaluation, and learning and research components of this project. The incumbent will develop monitoring, evaluation, and learning (MEL) systems and conduct research. The MEL system will include appropriate indicators, baseline data, and implementation results. The advisor will collaborate with other agencies working in PHEM in designing the PHEM system for Primary Care Units (PHCUs).
SPECIFIC RESPONSIBILITIES
1. Provide local level technical leadership and support for PHEM surveillance and data management.
2. Ensure the integration of the local PHEM surveillance with national HMIS/PHEM surveillance system.
3. Lead the design and implementation of operational research as needed.
4. Collect and analyze information and report on project activities.
5. Ensure timely and complete reporting from project supported zones, woredas, health facilities and communities.
6. Monitor and evaluate progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
7. Assist the Deputy Chief of Party (DCoP) in the preparation of work plans/selection of indicators and annual implementation plans in line with the project’s M&E requirements.
8. Coordinate the preparation of all quarterly progress reports, annual project report, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
9. Adapt and implement tools and techniques to improve the quality and use of data for decision making.
10. Assist the DCoP with decision-making on resource allocation based on project priorities and performance.
11. Participate on behalf of the project in appropriate technical meetings and conferences.
12. Provide support to institutional and human capacity building activities at the zonal, woreda, health facilities, and community levels.
13. Assist the project team in organizing PHCU-level learning review meetings to share experiences
14. Carry out any such duties as may be assigned by the DCoP.
QUALIFICATIONS:
1. Master's in Public Health or related areas preferred.
2. At least 7 years of relevant work experience in public health emergency surveillance, particularly in disease surveillance, early detection and alert responses, risk analysis, data management and/or related field epidemiology activities in Ethiopia.
3. Deep understanding and knowledge of the Early Warning and Alert Response System (EWARS), surveillance and data management particularly in public health emergency data.
4. Familiar with the national digital HMIS system.
5. Published a minimum of two original articles as primary author in well recognized peer reviewed journals.
6. Demonstrated progressively increasing levels of responsibility.
7. Excellent analytic skills coupled with proven ability in using visuals like graphs, charts, maps, and GIS.
8. Excellent ability in using data systems like EPI-Info, SPSS, SAS, DHIS2 or other software for reporting and analysis
9. Must have extensive knowledge in collaboration, learning and adapting concepts to health projects.
10. Demonstrated decision making ability operating in a management culture built on consensus and results. Ability to work as part of a team and as an individual.
11. Experience working in USG supported projects.
12. Knowledge of and experience in training and capacity building.
13. Experience establishing data quality assurance systems.
14. Fluency of English and Amharic in reading/writing/speaking (Level IV) is required.
15. Local candidates highly preferred.
