Location:  Addis Ababa with frequent travel to the field sites

 ABOUT THE POSITON:

Roving Senior Finance Officer will be responsible for monitoring all financial records relating to all programmes office in the Field, and for ensuring that all financial procedures are followed in accordance with GOAL Ethiopia’s financial guidelines and legal obligations placed by Ethiopian law and donor agreements.

Key Areas of Accountability/Duties

General:

  • Conduct monitoring visits to all field locations, supervising financial records, and giving technical support to the Finance personnel at each location.
  • Ensure that transactions are coded properly and are supported by adequate documentary evidence.
  • Ensure that expenditures are in line with the Donor budget, donor guidelines, and GOAL procurement and financial guidelines.
  • Conduct a surprise cash count at the field sites and reconcile physical count with the balance per the cash book; investigate and report any discrepancies.
  • Ensure that only the standard financial formats and templates are used.
  • Develop the capacity of filed finance staff in financial management.
  • Ensure that timesheet is completed for each staff at project sites.
  • Submit a trip report to Finance Manager, explaining the scope of the work performed, identifying problems, and recommending remedial actions.
  • Participate in the month-end process, reviewing cash books and supporting documentation for the programs.
  •  Review open floats, and determine their adequacy, and recommend for increase or decrease depending on the level of project activities.
  •  Ensure that a float taken by any project staff is turned within the prescribed time, look for any deviations from this rule and report there on as and when necessary.
  • Check payment requisition forms and ascertain that it includes the necessary audit trail.
  • Monitor monthly cash flow and ensure replenishment is requested in time.
  • Visit project sites frequently to provide the required technical assistance to the field staff.
  • Participate in the annual and bi-annual physical inventory including stock Interim spot checks.
  • Review of fund requests from field offices and facilitate find transfer process.
  • Participate in the preparation of monthly management accounts/supplementary schedule.
  • Follow up with Field finance staffs that tax obligations are settled on a timely manner.
  • Familiarize self, understand, and implement, according to area of responsibility, GOAL’s policies, and procedures on mainstreaming of Gender, and Child Protection Undertake any other duties that may be requested by immediate supervisor.

  • Diploma/BA in Accounting or related field with a minimum of 6/4 years of related work experience respectively.

Desirable qualities, skills and competences:

  • Very good knowledge and application of MS-Office, especially Excel.
  • Knowledge and application of other accounting software package, Peachtree, SUN, etc.
  • High level of accuracy, attention to details.
  • Ability to deliver task on deadline.
  • Good English communication skill (written and spoken).
  • Experience and knowledge of USAID/OFDA, ECHO, EHAF, Irish Aid, etc. fund management.
  •  Very good training and coaching capacity and experience; experience in supervising and guiding staff.
  • Willing to undertake extensive travel and willing to remain out of Addis for quite extended field trip arrangements.
  •   Team oriented, flexible, and creative approach; keen to take initiative where appropriate.
  • Accountability & responsiveness within areas of responsibilities,
