GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

Description of the IFAA Programme:
Ifaa is a five-year initiative (2021 – 2026), implemented by CRS, CCL (Centre for Creative Leadership) GSAP (Global Sustainable Aid Project), GOAL, Harar Catholic Service (HCS), Land O’Lakes Venture 37 (V37), Making Cents International, Whiz Kids Workshops (WKW) and Feinstein International Centre, Tufts University (Tufts). The purpose of Ifaa is to improve food security of vulnerable households in targeted PSNP communities, contributing to a sustained reduction in rural poverty in Oromia. it is supported by USAID/BHA in Ethiopia.
Ifaa will target 9 woredas (districts) based on poverty, Productive Safety Net Programme (PSNP) caseload/potential for scale, potential for continuum of response with other programs, partner presence, and opportunity for impact. This includes eight woredas in East Haraghe (Babile, Chinaksen, Deder, Fedis, Gursum, Jarso, Meta, Melka Belo, Midega Tola. Ifaa will prioritize pregnant and lactating women (PLW), with a particular focus on first-time mothers, caregivers, and influential community members to ensure children under 5 (CU5) receive adequate nutrition, vulnerable community members are reached, and behaviour change takes root to create lasting change.
The programme has three purposes, CRS as the consortium lead have overall programme and grant management and are responsible for monitoring, evaluation and learning using USAID/BHA’s Collaboration, Adaptation & Learning (CLA) approach. The programme components are:
GOAL will Lead the Livestock component which cut across the three purposes.
General Description of the Role
The Senior Production And Marketing Officer will support the programme refinement, design and implementation considering appropriate approaches including Graduation Approach & Market system Development. He/she will facilitate relevant co-design and manage multiple partnerships with Public and Private Sector Partners (PSP) to increase access to livestock to support production and to link livestock producers to market players in pastoral and farming communities. The post holder is required to have existing knowledge and connections to livestock markets and their players. The post holder will manage a small and agile team, be able to work independently, be solution orientated and have a business and livestock background who very well understands market system approach and the life and professional experience to work appropriately with SMEs and consortium partners. Provide technical support and mentor the project partners and make sure that the livestock production and market system is fully understood and implemented by all the implementing partners in East Harerghe.
Key Responsibilities
· Livestock market assessments
To have a detailed understanding of how the livestock production and market systems work in pastoral and farming communities, the opportunities, constraints and key players.
· Actively participate with the Ifaa team in the livestock market assessments.
· Keep the various livestock sector assessment slide deck up to date and review regularly.
· Leverage secondary data, including data from the previous DFSA project to inform those assessments.
Provide up to date information to the consortium team on the livestock market systems and support linkages between the different Ifaa project components.
· Livestock Market Input Systems (Production)
To identify and manage partnerships with livestock input providers to extend access to productive inputs and skills to pastoral and farming communities.
· Develop professional relationships with multiple livestock input service providers.
· Map production service players against the incentive and capacities matrix to identify providers with increased will and skill to extend distribution systems to pastoral and farming communities.
· Leveraging the data from the market assessments, co-design co-investment proposals with livestock input service providers to extend their reach towards pastoral and farming communities.
Manage joint initiatives adaptively to identify what work (and what does not) and take successful initiatives to scale.
· Livestock Output Market Systems (Marketing)
To identify and manage partnerships with livestock output providers to extend access to markets, value addition and skills to pastoral and farming communities.
· Develop professional relationships with multiple livestock marketing / value addition service providers.
· Map marketing / value addition players against the incentive and capacities matrix to identify providers with increased will and skill to increase marketing / value addition systems to pastoral and farming communities.
· Leveraging the data from the market assessments, co-design co-investment proposals with livestock marketing / value addition service providers to extend their reach towards pastoral and farming communities.
· Manage joint initiatives adaptively to identify what work (and what does not) and take successful initiatives to scale.
· Ensure due diligence processes are undertaken and manage milestone-based agreements
Verify milestones reached prior to new installments.
· Ensure all partnerships follow GOAL’s SME partnership guidelines, are documented, appropriately approved, closed out and filed.
· Linkages to Financial Services Including Business Development Services (BDS)
To identify private sector partners who have capacity to grow and extend access to goods and services in the livestock and crop market systems.
· Identify existing private sector partners who have the incentive and capacity to absorb and benefit from a BDS engagement (capacity building) and link with the Sr. Financial Inclusion Officer.
· Identify existing private sector partners who have financial / investment requirements and link with the Sr. Financial Inclusion Officer.
· In collaboration with the implementing partners on the ground identify livestock producers who require financial services and link to the Sr. Financial Inclusion Officer.
· Improved livestock Input Systems
To identify and manage partnerships with improved Livestock input providers to extend access to inputs and skills to pastoral and farming communities.
· Map improved fodder/feed market players against the incentive and capacities matrix to identify providers with increased will and skill to increase distribution systems to pastoral and farming communities.
· Leveraging the data from the market assessments, co-design co-investment proposals with improved fodder crop service providers to extend their reach towards pastoral and farming communities.
· Manage joint initiatives adaptively to identify what work (and what does not) and take successful initiatives to scale.
Ensure all partnerships follow GOAL’s SME partnership guidelines, are documented, appropriately approved, closed out and filed.
· Team Management
Assist in managing a small team of livestock production and marketing officers in order to achieve Ifaa’s livestock production and marketing objectives for pastoral and farming communities.
· Assist/support recruitment and induction of the officers.
· Provide strong and professional leadership to the team and mange using an agile management approach.
· Develop strong and professional relationships across the consortium.
Provide professional performance management to the production and marketing team, supporting creativity and rewarding solution orientated team members.
· Collaboration, Learning and Adaptation (CLA)
To manage joint initiatives adaptively to identify what work (and what does not), take successful initiatives to scale and contribute to learning in livestock production and marketing for pastoral and farming communities within the consortium and more broadly within the sector.
· Work collaboratively with the MEAL team to ensure the monitoring and evaluation plan (as regards livestock production & marketing), is fit for purpose, and reflects all internal and donor reporting requirements.
· Work collaboratively with the MEAL team to develop the production and marketing learning questions and ensure that appropriate data is being collected and analyzed.
· Produce at least one production and marketing learning brief each year, prior to the annual learning event
· Set Key Performance Indicators (KPIs) within livestock production and marketing provider partners proposals which align with private sector partners own information systems and contribute to project indicators.
· Manage joint initiatives with livestock production and marketing service provider partners adaptively, monitoring KPI very regularly to know what is working and what is not, adapt initiatives and either stop those that are not working or take to scale those that are.
Convene at least quarterly informal learning events with key stakeholders (e.g. government, communities / civil society and financial service providers and private sector partners), to reflect to reflect on what is working and what is not.
· Plan and manage the livestock production and marketing content and participants for the Ifaa annual learning event.
· Review and report livestock production and marketing data on a monthly basis and report to the Livestock Production & Marketing Team Leader.
Provide weekly updates.
