Purpose of the position
The purpose of the Humanitarian Program Officer (HPO) is to ensure adequate support for Humanitarian Programme Manager in programmatic and operational aspects in Cordaid Ethiopia Country Office. He/she provides technical support for the existing humanitarian project to ensure the overall implementation is in accordance with Cordaid’s project-based working principles, procedures, and approach, and international humanitarian standards. He/she represents Cordaid in emergency clusters, relevant external meetings, and trainings. He/she contributes for the proper coordination of humanitarian procurement and logistic activities in collaboration with relevant technical, finance, procurement and logistics, and field office colleagues. Moreover, he/she will ensure operations are following the Cordaid, the donor and government policies and requirements procedures.
Key Indicators: All Humanitarian response activities are in accordance with Cordaid, are of optimum quality, are compliant with donors and Government of Ethiopia's requirements, that appropriately integrate lifesaving emergency supports with resilience/recovery and Livelihood interventions for disaster affected communities with good level of coverage.
Responsibilities and Accountability
Humanitarian Programmes Management
Contribute to the development of concept papers, proposals, midterm reviews, and evaluation meetings.
Participate in the planning, implementation oversight, and troubleshooting of the existing Cordaid humanitarian responses.
Support field teams to ensure that humanitarian responses meet the donors requirements, international standards and corresponds to work plans and budgets.
Work closely with the procurement team and relevant field teams, follow up timely procurement and delivery of project resources to field offices to ensure efficient delivery and support of humanitarian programs.
Facilitate and ensure technical support to field based Cordaid staff and partners during project implementation.
Organize and lead joint monitoring visits with relevant team to field offices to monitor the implementation – and identify solutions to any challenges – of humanitarian projects.
Identify humanitarian best practices and compile lessons learnt and make use of them in future projects.
Work with relevant field and Cordaid MEAL team to ensure that Cordaid’s humanitarian experiences and lessons are captured and shared in lessons learned, briefings, or other documentation.
Identify challenges during the implementation of humanitarian projects and give feedback on the required corrective actions to address the challenges
Follows up on budget utilization and project expenditure as needed with relevant budget holders on critical humanitarian projects
Representation, communication & relationship building
In the absence of HPM represent Cordaid on national forums, humanitarian clusters, coordination and consultative meetings, and workshops regarding humanitarian issues.
Handle humanitarian related communications with field staff and government partners are Woreda level.
Minimum qualifications and skills
Education: First Degree in project management, Humanitarian Response, Economics, business administration, social science, or related fields
Years of Experience: Minimum of three years of with similar work experience. INGO experience with similar responsibilities is preferred.
Technical Skills
Technical and professional knowledge and experience in humanitarian Programming and management.
Minimum of 5 years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in Humanitarian Operations.
Knowledge of technical principles and concepts in Humanitarian Response. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
Experience in managing multi-sectoral (including FS&L, WASH, Protection, and MPC) humanitarian Projects.
Team-player with good inter-personal skills; and having good report writing skills.
Proficient in MS Office packages (Excel, Word, PowerPoint),
Written and spoken English language skills
