Purpose of the position

The purpose of the project officer (PO) is to ensure the proper implementation of DRA funded joint drought response (ACJR) in two Woredas Borena Zone. He/she is responsible for the planning, direct implementation, supervision, and reporting of DRA ACJR activities in the two target Woredas. He/she shall implement the project in coordination with Cordaid’s local partner there and in accordance with Cordaid’s project-based working principles, procedures, and approach. The PO will also be a point of contact for ACJR project activities at project sites, field level; constantly monitors the context of the project area to propose adaptations in the project, propose new interventions, and react to emergencies. Moreover, he/she establishes and maintains close working relationship with DRA/ACJR partners, the project stakeholders including government sector offices, and other NGOs during implementing and monitoring the project. He/she shall ensure the project implementation is based on the donor and government policies and requirements, so that improve performance, ensures the quality of the project work, achieve intended results, and secure sustainability of the interventions.

Key Responsibilities 

Project Management 

  • Responsible for the planning, daily management, and implementation of ACJR project activities.

  • Coordinate with Cordaid’s Local partner and manage the food security and Livelihood components [emergency food items distribution and cash for food support] of DRA funded joint drought response (ACJR) project in Dubuluk and Teltele Woredas, Borana Zone.

  • Develops quarterly and monthly detailed implementation plans (DIP); and manage the day-to-day implementation of the project’s activities.

  • Analysis and provide periodic update issues affecting ACJR project in the locality area.

  • Ensures that ACJR project activities are implemented as outlined in the project agreement and in accordance with the organizations programming principles.

  • Responsible for the timely submission of well-prepared monthly project progress report to your supervisor in Cordaid Ethiopia.

  • Liaise with various community stakeholders and mobilize them to ensure full involvement community representatives and local government representatives in the overall implementation of project activities.

  • Ensure ACJR is implemented in line with the Project proposals or requirements and in accordance with CHS, and other international standards like Sphere standards.

  • Adhere to weekly work schedule assigned by his/her supervisor.

  • Represent the organization in regional level humanitarian cluster and consultative meetings.

  • Undertake additional tasks as assigned by Line Supervisor.

Financial Management 

  • Working closely with Cordaid regional program coordinator to ensure that the project budgets are spent according to the Cordaid’s and donor’s regulation and whether within the appropriate timeframe.

  • Ensure the timely request of all payments (including travels and other payments) that are relevant for the success of ACJR management.

  • Support the finance officer in gathering quality financial documents and on time.

Monitoring and Evaluation 

  • Conduct regular supervision and monitoring against project objectives and reports to his/her supervisor on time. 

  • Ensures that M & E findings/results are reported, documented, and contribute for similar planning.

  • Support other M & E tasks such as conduction of need assessments, mid-term, and end of project evaluation; organize quarterly review meetings, joint monitoring visits of ACJR project.

  • Periodically visits field activities and provide formal and informal feedback to supervision in terms of adequate progress as well as recommendations for improved performance.

Job Requirements

Minimum qualifications and skills

  1. Education: First Degree or post graduate degree (MA/MSc) in Project management, Humanitarian, Economics, social science, or related fields

  2. Years of Experience: Minimum of three years with similar work experience for degree or two years relevance experience for postgraduate. NGO experience with similar responsibilities is preferred.

Technical Skills:

  1. Practical experience in direct emergency food items planning and distribution.

  2. Experience in the design, implementation, monitoring, and evaluation of humanitarian Projects.

  3. Demonstrate ability to coordinate field activities.

  4. Possession of self-drive; able to work with minimal supervision

  5. Team-player with good inter-personal skills; and having good report writing skills.

  6. Computer literate and ability to use basic operating systems.

  7. Written and spoken English language skills; a good knowledge of Oromiffa is a strong asset.
