TEAM PURPOSE:
The Business Development team leads and supports the country programme in new business development and existing donor contract management through planning, coordinating, securing and managing restricted/institutional income.
JOB PURPOSE:
This is an exciting role within the Business Development Team of Oxfam in Ethiopia. The prime responsibilities of this position will be to support in business development initiatives including identification and pursuing resource mobilization opportunities for the country programme, undertake research on donors’ strategies and funding allocation and develop engagement and positioning strategies, independently lead funding proposal development initiatives including facilitate bid-no-bids, content development and copywriting, ensure timely submission of high quality funding proposals and provide oversite in donor contract management. Cross functional relationship and interaction will be required with different functions of the organizations including the regional and Oxfam affiliate headquarter/donor leads access the confederation.

Key Responsibilities and Accountabilities
Business Development
By closely working with Business Development Manager, the Grants Coordination will support the development of the Resource Mobilization Strategy including donor mapping, undertaking research on donor profiles, strategies, and allocation documents; developing engagement strategies, and undertaking direct donor engagement as necessary.
Lead the development of proposal development initiatives including review of funding opportunities, facilitating bid-n-bid analysis, coordinating proposal development process by engaging relevant personnel/functions, finalising the full proposal package and ensuring timely and quality submission of the proposal.
Address feedback/queries from the donor on submitted opportunities; lead the process of amendment of existing awards and ensure submission of proposal amendments as per donors’ and Oxfam’s procedures.
Proactive relationship building with donors in coordination with Programme Manager/s, Technical Leads, Business Development Manager, and other programme colleagues, including involvement/engagement in donor fora.
Act as the focal person and coordinate with donors and Oxfam Affiliates as per assigned portfolio of projects/contracts
Award/Contract Management
As soon as funding decisions will be communicated by the donors, take lead in the negotiation process including the signing of the agreements and activation of the contract as per Oxfam’s grants management systems
Take the lead in grant kick-off meetings including orienting the respective functions about the different legal and contractual requirements of the donors, reporting requirements and any critical compliance and risk considerations during the implementation of the project
Maintain oversight of donor reporting; grant utilization status and as necessary, communicate with the donors for relevant issues including amendments and ad hoc approvals.
Systems Management
Ensure archiving of proposal documents including final/approval proposal package; regularly update the Grants Tracker with the necessary information and support the other functions with updated information and proposal/contract documents.
Maintain Oxfam’s Grants Management Systems (Peoplesoft/CRIMSON) with final copies and correspondences with donors, affiliates, and partners. Ensure that income and reporting information are adequately reflected in the systems including compliance with systems requirements.
Others
Provide capacity-building support to Oxfam as well as partner staff on various aspects of project cycle management including appraisal, design and development of funding proposals and budgets
Undertake external representation as assigned
Undertake any other relevant tasks assigned by the line manager and senior leadership of the country program

Experience, Knowledge & Competencies
Essential: Bachelor (BA) or Degree from a recognized university/collage in English, Social Sciences, International Development and/or any other related areas that can bring added value to the job. Master’s degree in relevant discipline is preferred. Relevant fundraising experience of 5-7 years with a preference of fundraising for humanitarian/emergency operations.
Knowledge and familiarity of donor rules, regulars and ways of working of key donors including USG, EU, UN, corporate and commercial fundraising. Proven experience of grants management especially in terms of ensuring compliance during project cycle management
Excellent planning and budgeting skills and a sound understanding of Programme Cycle Management in emergencies and development environments
Organizational and personal management skills, with the ability to prioritize work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through
Understand Oxfam’s feminist principles and anti-racist theories to create safe environment
Good interpersonal, influencing and relationship skills
Desirable: Have experience of doing multi-tasking while performing daily routines
Flexibility to travel frequently in Ethiopia
Flexibility to adapt the workload which is deadline driven
