The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacancy for its health Program:

Main responsibilities:
· For requests of materials including printing of materials for the project, the Senior Logistic Officer first make sure that the materials requested are available in the store, if not, prepares specification based on demand in consultation with the program staff and the Logistics Manager and completes store requisition and Purchase requisition for the purchase of materials.
· Assists the logistic manager in the planning, management and coordination of logistic support operations to ensure smooth logistic support to projects.
· Follow up and ensures that the right materials and services required for the project are procured and delivered to the project. Onceaward is given to the winner, makes a follow-up that the materials are delivered to the organization as per the specification and the agreement.
· Follow up that the distribution of materials to different project areas is made timely with the right quantity as requested and makes sure that delivery note is collected and submitted to store
· After the materials and services ordered are delivered to the organization, check and make sure that all necessary documentations are complete and initiate payment request by filling out the payment request form, by attaching all required supporting documents.
· Assists the procurement committee and prepares bid analysis for all procurements of the respective project when requested by the Logistics Manager and presents to the Logistics Manager and/or Procurement Committee.
· Identifies defaulted suppliers and reports them to Logistics Manager for note in blacklist after preparing minute with signature of procurement committee.
· Make sure all printing and purchasing materials, importing items, medical supplies and other materials are facilitated timely and properly distributed to regions.
· Perform periodic inventories of drug supplies, consumables, printings, and other supplies and equipment used at field levels and provides consistent feedback to improve efficient resource utilization for the respective program.
· Manages fleet (any program transportation requirements), which entails managing and arranging all program vehicles, in close consultation with the Assistant Logistics Officer and Logistics Manager. Keeps logbook of vehicles working in the project areas. Verifies program vehicles related expenses.
· Facilitate rental vehicles when requested by Program/Project for different activities like campaigns, surveys, field trips, and other activities in close consultation with Logistics Manager.
· Ensures timely reporting of program vehicles accident to insurance companies & follows-up claims in close cooperation with the Assistant Logistics Officer and the Logistics Manager.
· Periodically monitors to ensure efficient program vehicle deployment and fuel consumption for appropriate activities and make sure that the logbook reports are timely submitted to the Logistics Manager.
· Ensures all program vehicles are inspected by the authorized government authority and follow-up this activity is done before the deadline in close cooperation with Assistant Logistics Officer.
· Follow-up with Assistant Logistics Officer and Vehicle Maintenance Coordinator that all program vehicles are fit for field activity, have a spare tire and usable tools for the fieldwork. Ensures that program vehicles are properly and timely serviced, washed & greased as required.
· Follow-up with the Assistant Logistics Officer and Vehicle Maintenance Coordinator that the proper procedures are followed when program vehicles are checked in and checked out of garage.
· Follow-up with Assistant Logistics Officer and Vehicle Maintenance Coordinator timely repair and maintenance of program vehicles so that vehicles are not kept in garage for long periods of time.
· Follow-up and facilitates the efficient, smooth and cost-effective procurement process, transport, logistics activities and ensure compliance with the rules and regulation of the organization in consultation with the Logistics Manager.
· Follow-up that all procurement and logistic-related documentation are fulfilled and kept properly in consultation with the Logistics Manager.
· Ensures that all the standing contractual agreements are updated, reminding all stakeholders for renewal or re-bid in relation to the logistics department.
· Ensure ESM system is applied for all procurements that are required as per the threshold.
· Follow up the procurement tracker updates and report the progress of all other program purchases to the Logistics Manager.
· Follow up timely submission of monthly operational reports from the logistics officers and others compile and submit summarized monthly activity reports to the Logistics Manager every month.
· Follow up timely submission of monthly timesheet from all the logistics team compile and submit to Logistics Manager every month.
· Perform the process of support letter from relevant governmental offices and pre-import permit process as required before the items are shipped from headquarters in close consultation with the Logistics Manager.
· Follow-up shipping documents, customs clearance activities such as tax and storage payments, and clearance fee payments by fulfilling all required documents from governmental organizations, for imported items for different project activities.
· Perform other related activities as assigned by Logistics Manager.
Qualification:
BA degree in Logistics & Supply Chain Management or related fields from a recognized university.
Experience:
Minimum of five years relevant experience in logistics/operation management.
NGO Experience is much preferable.
Additional Requirements:
Strong numerical and analytical skills and able to generate professional reports
Experience in supply chain and logistics management areas
Good computer skills, particularly in MS Office packages
Good interpersonal and organizational skills.
Good understanding and application of professional and ethical standards and principles of procurement and logistics management.
Proactive and attention to detail.
Good team player
Able to present a recommendation letter from the most recent employer
Valid and renewed Driving License is also a plus
