Job Description

The Program Development Officer (PDO) will coordinate the design and implementation of programs and grant proposals along with the development of donor relationships for the country office. The PDO will provide technical assistance during project cycle including implementation, monitoring and the close-out process.

Essential Duties and Responsible include the following, other duties may be assigned.

1.       Develop programming through writing concept papers, proposals and budgets using best practices and lessons learned in coordination with appropriate program units.

2.       Build relationships on behalf of SP with bilateral donors, International Non-governmental Organizations, and other agencies.

3.       Represent SP in relevant UN cluster meetings and other donor/partner meetings.

4.       Monitor and be aware of upcoming agency “calls for proposals” and proactively inform the Grants Manager, Senior Program Manager, Deputy Country Director (DCD) and Country Director (CD).

5.       Assist as needed in program implementation, including: developing assessments, baselines, budgets, monitoring and evaluation systems, field visits to verify data, reporting and close-out. Work with the country Grants Manager and Monitoring & Evaluation Manager.

6.       Monitor and evaluate the implementation of program activities, keeping track of key lessons learned. Ensure assessments, monitoring and evaluation is done throughout the project cycle.

7.       Assist the Senior Program Manager and Grants Manager with strategic planning and the implementation, monitoring and evaluation, and reporting of newly funded programs.

8.       Build capacity of field staff in general program development skills, behavior change communication, and quantitative and qualitative monitoring and evaluation skills.

9.       Follow policies and procedures of Samaritan’s Purse as set forth in the Policy Manual.

10.   Maintain the strong values of Samaritan’s Purse, in interactions with colleagues, vendors, charitable beneficiaries, and the general public.

Job Requirements

QUALIFICATIONS

·       Technical writing skills including developing proposals, training/instruction manuals, and reports.

·       Knowledge of basic program development skills such as quantitative and qualitative monitoring and evaluation.

·       Working knowledge of the grant submission processes of major donors such but not limited to the UN, CIDA, DFID and USAID, PADF, etc.

·       Ability to develop and carry out work plans and solve problems independently.

·       Excellent knowledge of computer applications, in particular proficiency required in MS Word, MS Excel and Power Point.

EDUCATION AND EXPERIENCE

Master’s degree (M.A.) in International Development or International Economics preferred. Study in a related field and/or strong field based experience will be considered in lieu of education, preference for: three years’ experience in program management and/or three years of cross-cultural in the implementation of relief and development programming, or a combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations in English and Amharic. Ability to write reports, proposals, and business correspondence in the same languages. Ability to effectively present information and respond to questions from groups of managers, donors, and the general public.

·       Strong English written and oral communication skills.

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

• Position could require extensive travel in and out of the field.
