Job Purpose

Play Matters –Emergency Response Mechanism (PM-ERM) is a one year project, funded by Lego Foundation, managed by IRC and implanted by Concern Worldwide. The purpose of the role is to coordinate and manage CP related activities of the Project. The position holder undertake and ensure situational assessments, accurate data collection, compiling and analysing information to the required standard ensure CP intervention is upholding according to standards, procedures, and principles of CP. She /he will coordinate the various services available in the project intervention area. The CP Officer will also mentor, coach and build the technical capacities of EiE project staff at the field level. The CPproject Officer will also collaborate closely with the zonal and woreda authorities in South Wollo Zone. 

Main Duties & Responsibilities

General Responsibilities

  • Promote equality, especially gender across the project, in line with Concern’s Equality Policy and, ensure targeting and 

  • Project implementation is informed by how Concern Understands Extreme Poverty (HCUEP).

  • Ensure links between Concern projects and at local and district level. 

  • Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organization, guided by organizational policies and Concern’s Code of Conduct.

Project Planning and Implementation

  • Takes primary responsibility for the implementation and regular follow-up of CP in emergency program (including development/ update of relevant strategies, SOPs and referral pathways,

  • Provide training for Zonal, woreda and kebele level relevant staff on psychosocial support interventions and community-based support for at risk children and girls.

  • Provide positive parenting skills training for caregivers of children aged 6 -11,

  • In collaboration with EiE officers, ensure that PSS, Social and Emotional Learning, conflict sensitive and other EiE component of teaching and learning are integrated in Facilitators learning circle sessions

  • Provide Mental Health & Psychosocial Support (MHPSS) training for project staff , caseworkers and local government staff in office of women, Children and Social Affairs

  • Lead the establishment/strengthening of Child Right clubs/similar structure in schools and /or communities and ensure their proper functioning

  • Produce IEC /BSCC materials with key child protection concern and lead mass awareness raising in international event days (i.e Universal Children's Day, African Child Day…etc).   

  • Plan and coordinate  monthly coordination meetings,  and 

  • Design and Provide training to Key community base groups /structures (CPC, CRC)  on child rights, protection concerns, service mapping and referral pathways

  • Ensure that  caregivers and key community base group discussion forum are conducted regularly

  • Support program staff in the design and implementation of effective community mobilization and awareness raising strategies.

  • Support and lead in the arrangement & promotion of community-based protection mechanisms, including developing of standard process of support including case planning, referral, follow up and review of case management.

  • Assist EiE project manager to identify staff’s capacity gap training need assessment, formal and informal capacity building plan and delivery in relation to CP.

  • Support Community caseworkers in their regular work with schools & community, including coordination meeting, ensure staffare support with regular community/visit.

  • Strengthen protection mechanisms through mobilizing and involving the community in reducing risks and harm of (abuse, exploitation, violence, and neglect) against women, girls, and children.

Human Resource Management

  •  Identify the capacity gaps of community caseworkers and project staff in terms quality child protection interventions and provide (or coordinate) the training. Support other field project staff with regular visits to the field to complement the information garnered through reports and discussions.

Coordination, partnership and networking

  • Liaise with Woreda Women, Children and Social affair experts, school directors  at field level and ensure target children are got appropriate child protection service

  • Develop and maintain resourceful and effective communication and working relationships with relevant partners including community leaders and other implementing partners.

  • Represent Concern program in all partner meetings concerning CP and communicate the outcomes with project staff.

  • Coordinate and lead regular monthly meetings with the community, implementing agencies and sectors including preparation of agenda and circulate the minutes of the CP/Child right Clubs, and working groups (coordination body) meeting

  • Harmonise with Government and other partners, NGOs, UN and bilateral agencies in the different stages of CP program implementation and follow up on agreed points.

  • Mentor and support CP caseworkers and develop a positive team spirit to encourage innovative and quality programming.

    Resource Management

  • Liaise with NGOs/UN agencies in the field to ensure coordination of inputs and resources for EiE project activities

  • Provide regular update to EiE Manger on the effective utilization of allocated budget for EiE project Woreda (regular review of budget versus actual and take timely action)

  • Work together with the EiE Project Manager, and school management to ensure that teaching and learning materials and resources planned for EiE project are in place and are properly distributed to the target children and schools

Reporting MEAL, and Documentation

  • Participate in periodic project review meetings with partners and community members.

  • Ensure the availability of accurate, complete and up-to- date information required for effective CP in emergency activities, implementation, follow-up, review, monitoring, and evaluation.

  • Regularly review and give feedback on the CP in emergency activities follow-up and report on the progress to the EiE project manager.

  • Closely collaborate with senior Gender and community development officer to ensure both gender programing of Concern and CP activities are up to the standard.

  • Prepares weekly and monthly progress, quarterly and annual implementation and donor reports and review budget as required.

Safeguarding

  • Raise awareness on the Code of Conduct and associated policies (namely the Programme Participant Protection Policy, Child Safeguarding Policy and Anti-Trafficking in Persons Policy).

  • Be aware of and support individuals who wish to make a complaint and signpost them to the appropriate complaints mechanisms.

  • Ensure access to an up to date directory of services and referral mapping within the local area.

  • Liaise with the Safeguarding Officer for guidance and support.

  • This role description may change as safeguarding evolves within Concern.

Other

  • Ensure team members/partners are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability.  Contribute to the implementation of these policies.

  • Perform any other duties as requested by line manager

Emergency response

In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);

  • Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;

  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities. 

Gender Equity 

  • Ensure that programme/project staff have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programmes/projects

  • Coordinate with the Gender Equality Coordinator in planning,  allocating and implementing a programme budget for gender mainstreaming

  • Ensure that programmes have a thorough gender mainstreaming design and plan from the conceptualization stage

  • Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process.

  • Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored

  • Ensure quality reporting on gender mainstreaming in all programme reports  

Job Requirements

Person specification:

Essential:

  • University Degree (BA, MA), in Social Science, Social Work, or psychology/Sociology

  • Minimum  three years’ experience working in CP, PSS, Mental health and related programs

  • Technical understanding protections, child protection, case management and referral system

  • Experience of coaching, training and building the capacity of teachers & other educators in the area of CP

  • Empathy with Concern’s vision, mission, goal and objectives and commitment to capacity building, protection and participation.
