Job Description

The Grants Manager is part of the Programs Team, playing a central role in developing proposals, and projects that further the country office’s strategic objectives in full compliance with SP’s regulations and policies. The Grant Manager is responsible for the development of proposals, working in coordination with program teams and serving as the main liaison between the Ethiopia country office and IHQ on all proposal and/or grant related matters. He/she will manage the pre-award cycle of grants for the Samaritan’s Purse Ethiopia (SPE) office. He/she will provide oversight and accountability, ensuring the design and implementation of the grants/projects are consistent with donor requirements and SP policies and regulations

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

·       Provide oversight for all grants within the SPE grants portfolio, ensuring timely submission of proposals and amendments. Directly supervise the Program Development Officer (PDO) to build SPE’s portfolio, and ensure quality of programs team’s outputs.

·       Serve as the main liaison/initial point of contact with IHQ on all proposals, agreements, and amendments.

·       Work with the Finance Manager to ensure systems that provide for preparation of timely and accurate donor and SP reports.

·       Ensure standardization of proposals in line with donor and SP templates and protocols and with country office strategies.

·       Develop and utilize tools, templates and work processes that result in streamlined and efficient proposal creation teamwork.

·       Regularly travel to field sites to better understand the operational environment and challenges faced in project implementation and to provide guidance on donor and Samaritan’s Purse internal rules and regulations.

·       In conjunction with the M&E Manager, identify trends in data and utilize these findings to  drive future project concept development.

·       In collaboration with the SPM, encourage opportunities for inter-departmental capacity building and learning, liaising regularly with both the Finance and Logistics departments.

·       In collaboration with SPM, research and propose best practices in emergency relief and development programs and NGO operations.

·       All other duties deemed necessary by the Country Director, DCD and SPM.

·       Act as primary driver of the proposal development process, working in close collaboration with SPM, Program Managers, Area Coordinators, Logistics, Finance, and the M&E Manager to inform project design and determine feasibility.

·       Ensure that proposals meet all donor requirements and strategic priorities, as outlined in the donor’s guidelines for applications.

·       Work in close conjunction with the M&E Manager to develop logical frameworks for proposed projects with clear indicators and objectives.

·       Upon receipt of a new grant award, facilitate agreement negotiation and signature.

·       Review grant agreements upon signature for compliance issues, and create project sheets summarizing relevant rules and regulations.

·       Organize grants opening meetings with Program Managers, Finance, Logistics, and field staff to review donor rules and regulations, workplans, and reporting requirements.

·       Acquire and report on gifts in kind (GIK) necessary for the completion of programs within assigned portfolios.

·       Conduct relevant trainings on program development process and grant management

·       Conduct grants start-up and closeout meetings

·       Assist the Finance Department in audits of closed grants, as needed.

·       Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.

Job Requirements

QUALIFICATIONS

EDUCATION AND EXPERIENCE

·       Bachelor’s degree in International Affairs/Development, Politics, , or similar field of study required.

·       Master’s degree preferred but not required.

·       Minimum of four years’ professional experience required, with at least one year in grants/projects management

·       Experience with WFP, UNICEF, OCHA, USAID, and IOM funded programming preferred.

·       At least one year of experience acting in a supervisory role strongly preferred.

 

LANGUAGE SKILLS

Fluency in English, both written and verbal.  Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations.  Ability to write information and respond to questions from groups of managers, clients, customers, and the general public.  Ability to communicate and interact well with people of different educational, linguistic, cultural, and socio-economic backgrounds.                      

 

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
