Lead Finance Officer

A.     Overall Responsibilities

 Under the supervision of the Finance Manager, the Lead Finance Officer is responsible for all areas relating to day to day accounting operations including banking, journal entries, month end close and balance sheet analysis, financial reporting and budgeting. He/She ensures that payments are made in timely manner and accurately across all locations and mainly in Addis Office, journal entries are recorded and project financial reports are prepared. This position is responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statements. The Lead Finance Officer supervises a team of officers in charge of various functions and is responsible for managing the team to ensure that work is properly allocated and completed in a timely and accurate manner. This position addresses tight deadlines and a multitude of accounting activities including general ledger preparation, financial reporting, year-end audit preparation and the support of budget and forecast activities. 

The Lead Finance Officer support the Finance Manager in four key areas of accountability:

1-      Accounting operations (daily, month end and year end)

2-      Financial : budgeting and reporting (internal and external),

3-      Statutory audit and project Specific audit

4-      Capacity building

 Specifics Responsibilities

Under the leadership of the  Finance Manage, manage Amref Ethiopia Finance and Accounts  

-          Overseeing the processing of Amref financial transactions, including payroll, accounts payable, accounts receivable, and month end and Year-end closing, and the reliability of overall country office financial statement.

-          Review and post accounting transactions and ensure quality recording and posting of transaction in a timely manner

-          Ensure cash disbursement and liquidation transactions are prepared and posted accurately and in timely manner

-          Assist the Manager Finance and Accounting in monthly closing the book and follow up in staff debtor, outstanding and account allocation process in a monthly basis

-          Monthly review and analysis of balance sheet and inter ledger reconciliation, including receivable, debtor account and payable.  

-          Lead communication with stakeholders (internal and external) and support annual, and project audit

-          Develop all proposal budget and financial reports for assigned portfolio

-          Prepare annual operational budgets for assigned projects and the country office by determining funds available for the budget, activities scheduled for the year and their cost and translating these to an operational budget in Amref format.

-          Supports implementing teams with the development of project budgets and realignment requests.  Ensures budget justification narratives are comprehensive and adequately developed in order to assist in successful implementation efforts and reduce potential disallowances of costs.

-          Prepare monthly project cash flow /cash request for assigned project

-          Prepares accurate and timely, periodic financial reports for donors in compliance with both donor and Amref policies and procedures for management’s review.

-          Produces internal budget-to-actual reports for active monitoring of projects.  Reviews expenditures for proper coding and award compliance and responds to inquiries from department heads and project managers.

-          Communicates with budget holders on any unusual budget variances or reclassifications that may be needed.  Collaborates with the   team, to ensure reclassifications are properly supported and recorded as may be appropriate.

-          Provide operational support to project managers on expenditure management to include short-term action plans and expenditure scheduling

-          Regular review meetings with Project Managers and Country representatives to resolve and discuss budget variance and donor reporting issues and queries.

-           Supervise a team of finance officers  and field office accountants

-          Other duties may be assigned

Job Requirements

-          Bachelor degree in Accounting, Finance or related field.  

-          Minimum 5 years of relevant experience in the areas of financial and project management expertise. Education or experience in accounting, auditing, and management for international public health NGO is preferable.

-          Experience dealing with complex budgets.

-          Strong interpersonal and relationship-building skills

-          High level of analytical and interpretative problem solving. 

-          Computer literacy, including facility with Word, Excel, and other Microsoft Office applications

-          Ability to develop and implement solutions independently

Excellent understanding of systems and procedures for sub-grant management
