Introduction

Organization for Welfare and Development in Action (OWDA) was established in December 1999 to help provide humanitarian assistance to the affected population. OWDA started its operation by providing relief programs aimed at supporting the most vulnerable segment of the people. However, the organization reshaped its strategic focus to go for long-term development programs intended to strengthen local capacity to bring about durable solutions for the marginalized pastoralist and agro-pastoralist communities in the Somali region of Ethiopia. OWDA’s main thematic programing are Health and Nutrition, Water, Sanitation and Hygiene (WaSH), Education, Food Security and Livelihood and cross cutting issues including social accountability, gender equality and protection.

Overall purpose of the role:

The SA M&E officer shall be stationed in Jigjiga and Gode, Somali region where the project is operating. S/he is responsible for overall monitoring, data collection, knowledge management and support to evaluation in the SA project and its intervention woredas.

Main tasks of the M&E officer:

  • Support the PC in activity planning and budget forecasting – so that every team member (as well as the contract partners) understands the project activities and results indicators, and how to monitor these;

  • Provide technical and coaching support to all the WSAEs in the project (including those employed by partners) so that they develop M&E skills such as work planning for results, timely and regular data collection and mobile data uploading, and quarterly reporting;

  • Plan own activities in coordination with the PC and the GSIE, including joint monitoring and technical support trips as per needs of the WSAE;

  • Ensure timely and regular completion of M&E data forms by WSAEs s (e.g. essential SA meeting SAC membership etc.) and provide him/her with data generated to facilitate woreda level monitoring of the SA process;

  • Document interesting practice lessons and results and disseminate these lessons within the cluster and to another stake-holders;

  • During project team meetings, share M&E data to improve implementation performance;

  • Ensure, in collaboration with the WSAE, that key project events and documents (e.g. JAPs) are properly documented and stored in woreda office, IP office and MA; 

  • Ensure that progress of program implementation against indicators is documented and that activities are on track, according to action plan;

  • Contribute to writing of quarterly narrative reports:

  • Provide training to WSAEs and enumerators on data collection and survey completion;

  • Ensure WSAEs and enumerators generate complete and quality-checked survey questionnaires in accordance with the MA CRC guidance and standards;

  • Together with other M&E officers and the MA, prepare ESAP grantee participation in the regional FTA-SA partnership meetings for sector responsiveness, policy dialogue, and SA systems development – debrief the project team on follow-up activities;

  • Participate in and provide input to learning and capacity development events organized by the MA with the federal/regional governments and relevant sector ministries/ bureaus – actively share learning with the project team, and roll-out agreed M&E actions to the project team;

  • Upon request of the project coordinator, organize and participate in monitoring visits planned by ESAP3 MA and/or as requested by government or development partners;

  • Upon request of the project coordinator, support ESAP3 baseline and end-line activities and other research activities as appropriate.

Job Requirements

Minimum qualifications and skills:

  • BA in social science, statistics, economics or equivalent

  • Three years M&E experience in complex project

  • Strong analytical skills – Excel proficiency

  • Proven documentation and English writing skills

  • Good network with other M&E experts

  • Willingness to be based in project area

  • Experience with mobile data collection is a plus

  • Fluency in the local language (Somali) is mandatory in addition to English

  • Workable knowledge and respect for the culture and norms of the project area.
