Job Description

The Health Manager will report to the Field coordinator and technically to the Sr Health and Nutrition manager in Addis. The position will be based in Hawassa with frequent travel to the field sites assistance and support and monitoring of program activities through IRC direct interventions.

Major/key responsibilities and tasks:

In coordination with the Sr Health and Nutrition manager and the Addis technical team, the manager will also collaborate closely with partners and government agencies as required. Specific responsibilities include, but are not limited to the following:

Programs Management

  • Ensure that budgets are spent according to plan and as per contractual agreements with respective donors.

  • Conducts monthly BVA reviews and make appropriate recommendations to the finance and Supply Chain staff.

  • Ensure that program spending is in line with original plan and burn rate goes in line with the activity implementation progress.

  • Ensure that project activities and spending are fully in compliance with the donor regulations

Reports and Proposals

  • Prepares regular updates and share with Sr Health and Nutrition manager, other colleagues and donor as required.

  • Compile Health and Nutrition monthly report from field and sub grantees and forward to the Sr Health and Nutrition manager

  • Assist in drafting concept papers, proposals and budgets for future responses as required.

  • Assist Program Unit staffs in drafting all donor reports.

  • Review IRC direct interventions and proposals coming from partners.

Monitoring and Evaluation

  • In Collaboration with Health and Nutrition unit s, supervise IRC direct interventions as well as sub grants and share monitoring reports as required.

  • Regular field monitoring visit to response locations and emergency hotspot areas (where IRC is or planning to respond for Health and nutrition needs) and provide technical and managerial mentorship.

  • Actively participate in internal and external evaluation of Health and Nutrition response interventions.

 Representation, Coordination and Working Relationship

  • Attend and represent IRC Health and Nutrition unit at relevant coordination and technical working group meetings organized by - UN, Government, donors, clusters and other NGOs.

  • Prepare meeting notes as required and share these with all concerned.

  • Participate at PHEM, cluster and taskforce meetings related to health and nutrition unit

  • The Health Manager will take additional responsibilities as required by the Sr Health and Nutrition manager

Technical Support and Capacity Building

  • In collaboration with the Health and Nutrition Team give to the development of standardized emergency/developmental health assessment tools (as per the federal emergency health assessment guidelines, MOH and sphere standards) and training of IRC staffs on the same in collaboration with relevant sector coordinators.

  • Coordinate and lead health and nutrition related field assessments in the event of an emergency, provide mentorship to the field teams in implementation of emergency response.

  • Stay up to date on health and nutrition related humanitarian/emergency situations in the country and actively share that with supervisors and other colleagues

  • Identify training needs and coordinate trainings for IRC, government, and partner staffs in emergency health situations.

  • Support IRC Hawassa field office in assessment, planning and implementation of health and nutrition responses.

  • Liaise with RHBs regarding implementation of responses/ projects on a regular basis

  • Responsible for handling prepositioning of drug supplies and medical items vital for projects.

  • Responsible to other tasks assigned by the Addis technical unit. This includes provision of oversight to certain aspects of the health program (non-emergency related).

Job Requirements

  • 4 years of confirmed experience with first degree (such BSc in Public Health, RN and related fields). 3 years confirmed experience plus post graduate degree (master’s degree in the field of public health, Nutrition, epidemiology or other related health and nutrition subjects

  • At least 1-year senior level management experience in NGO

  • Experience in emergency health and nutrition programs.

  • Good project management skills. Ability to plan, coordinate, and supervise implementation of emergency health response programs.

  • Detailed knowledge and understanding of current disaster management issues in Ethiopia and understanding of role of different collaborators

  • Ability to work under pressure, long work hours and high workload

  • Excellent interpersonal skills- verbal and written skills. Excellent writing skills in English preferred.

  • Good proposal and report writing skills.

  • Excellent representational skills

  • Self-motivated, clear, highly responsible, and punctual.

  • Ability to work as part of a team as well as to work autonomously when required.

  • Ability to use computer- Microsoft Office (Word, Excel, Power Point and e-mail).

  • Skills and experience in staff management, budget management and building effective teams.
