Job Summary:
You will partner with the Country Program (CP) Senior Management Team to provide overall strategic Human Resources (HR) direction for the CP in support of high-quality programs serving the poor and vulnerable. You will provide responsive high-quality service to address HR programs, services and operational needs in all or some of the areas of Respect Equity Diversity and Inclusion (REDDI), policy and procedures development and review, HR data analysis and reporting, partner HR capacity strengthening and employee relations.
Job Responsibilities:
Complement the HR Manager in providing strategic guidance and coaching to guide senior management, sub-offices leadership and supervisors to mitigate risk on complex HR issues, in identifying, understanding, and implementing county-program policies and practices related to workforce planning, REDI, safeguarding, performance, discipline, positive employee relations and related topics.
Serve as the primary gender focal point for HR, participate and take lead in gender action planning and implementation.
Establish an effective approach to understanding, reducing, and resolving employee relations matters. This will include supporting supervisors improve team management skills, deal firmly and promptly with performance issues, and manage staff related conflicts effectively; advising management on confidential and complex human resources and employee relations issues and liaising with local legal counsel as needed
Oversee the inclusion of a diversified pool of candidates in the recruitment process to ensure Equal Employment Opportunity is in place.
Design and implement a staff diversity reporting mechanisms that will inform management of the CP staffing diversity data to support related management decisions.
Support management and review of HR policies, processes, and activities to ensure they meet the latest agency, donor, and local legal requirements and standards and reflect best practices.
Provide professional HR advice and coaching to managers, staff, and partners on daily HR issues, especially regarding employee relations, staff supervision and team management
Monitor the culture to ensure staff actions reflect CRS guiding principles, where dignity, diversity, community, and rights and responsibilities of all staff are valued.
Support partner HR capacity building activities
Identity initiatives, activities, and opportunities for innovation and improvement of the HR function services for improved service delivery
Job Requirements
Typical Background, Experience & Requirements:
Education and Experience
Bachelor’s degree in Human Resources Management or Business Administration required. Master’s degree in HR Management, Business Administration, or Organizational Development preferred.
Minimum of five years’ work experience in HR, preferably with an international or local NGO, with at least three of these years managing an HR function and strong knowledge of HR best practices and standards.
Additional education may substitute for some experience.
Strong experience in presenting, facilitating, and coaching on HR topics.
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
Personal Skills
Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how they approach each relationship.
Excellent strategic and analytical skills with the ability to make sound judgments and decisions
Very good planning, monitoring, and organizational skills
Very good staff management and leadership skills
Able to maintain confidential information
Proactive, resourceful, solutions-oriented and results-oriented
Strong customer service orientation with excellent communication, interpersonal and negotiation skills
Required/Desired Foreign Language
Travel Required 10-20% travel
Key Working Relationships:
Supervisory: HR Senior Officers, HR Officers, and HR Assistant
Internal: CP Senior Management team, Department managers, all CRS staff, Regional HR Technical Advisor and DRD-MQ
External: Partner staff, auditors, vendors, local legal counsel, peers from other NGOs in country
