Biomedical Engineer
Summary Scope of Work:
The RISE project will support strengthening the capacity of health facilities through building clinical competence of health professionals and ensure functionality of medical equipment to manage severe cases COVID-19 and reduce the morbidity and mortality from COVID-19. Activities and foci will also seek to build health systems resilience against future pandemic threats. Based on the consultative process of USAID with Global Fund (GF) Country Coordinating Mechanism (CCM), Jhpiego will draw on its previous experience on RISE project expansion of COVID-19 Response and Supporting Oxygen Ecosystem in Ethiopia to achieve the project objectives:
The Biomedical Engineer will technically assist activities such as identifying potential areas of support in the form of technical updates, trainings, review workshops or other support as required. She/he is expected to provide quality deliverables and maintain sound relationships with relevant stakeholders, donor, project sites, professional associations and work closely with relevant ministries and agencies at federal and regional levels.

As part of executing his/her assigned duties, Biomedical Engineer is expected but not limited to perform the following tasks:
Responsible to TA on GF procured equipment through providing installation, Maintenance and users level training for health care providers.
Ensuring equipment in relation to oxygen ecosystem (PSA plant, oxygen concentrators, pulse oximeters, and others) are well maintained and functioning at full capacity.
In collaboration with implementing partners, revise in-service training modules as needed for health care providers and biomedical engineers/technicians (BME/T).
Responsible for in-services training and ensuring provision of supportive supervision and mentoring to trained health care providers in focused to BME/T on preventive and Corrective maintenance and management of medical devices.
Leverage the Site Improvement through Monitoring System (SIMS) site assessment tool, to understand the current status of oxygen plants and related ecosystem equipment in different health care facilities.
Identify problem of oxygen plants and other ecosystem equipment and facilitate procurement and distribution of accessories and spare parts as well as maintenance to ensure the functionality.
Monitor Monitor the continual support to health facilities of routine preventive maintenance and repair of GF Procured and installed equipment.
Provide TA to support the maintenance of relevant biomedical equipment used to treat COVID patients
Participate in data collection for monitoring and evaluation of project support and reporting against program indicators.
Contribute in annual and quarterly planning of project activities.
Contribute to national and global knowledge sharing to inform policy in relation to competent health workforce development.
Work in harmony with the mentees in provided space and time.
Provide continuous on job coaching and mentoring to the mentees and transfer all necessary skills.
Prepare performance reports as required by GF and other funding partners.
Participate in mid-term and terminal project performance evaluation processes.
Required Skills and Abilities:
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
Strong capacity in utilization of technology platforms;
Effective communication in English and Amharic (written and oral) with strong presentation and writing skills;
Establish and maintain effective working relationships with national and international staff and partners, and flexible;
Computer Literacy (Word, Excel and power point);
Ability to travel up to 40% of the time.
Required Qualifications & Competencies
A Biomedical Engineer holding BSc degree in (electrical, biomedical or mechatronics) or post graduate degree in biomedical engineering or related fields) and has professional registration license
A minimum of 6 years of experience in administrating and managing medical equipment installation, maintenance and revitalization or refurbishing
Solid experience in, assessing/ evaluating, maintaining and/ or installation of medical equipment including oxygen ecosystem equipment's ;
Experience of training, coaching and mentoring health professionals;
Experience in developing standards, procedures or protocols for medical equipment;
Proven professional knowledge and competence both in theoretical and practical aspects of health care equipment management;
Capacity of excellent interaction, persuasive and team player attitude;
Strong organizational and communication skills;
Familiarity with the Ethiopian Health System and newly designed business processes;
Basic computer skills; and Advanced English language skills.
