Job Description
I. JOB SUMMARY:
The Advisor- Gender & Livelihood will technically lead the Gender and livelihood initiatives of the CASCADE program. S/he expected ensuring quality programming during planning implementing and reporting, and providing technical supports on Gender, livelihood, and social accountability aligning with the national food and nutrition policy and strategies. She/he provides technical assistance and capacity building and work with collaborating government stakeholders at all administrative level.
In consultation with the Line Manager, she/he will be responsible to lead systematic and comprehensive Gender and livelihood assessment and devise feasible mechanisms and approaches to fill the gap and improve quality of services being provided. She/he is responsible for the introduction and follow-up of various capacity building tools and techniques conduct comprehensive supervision and monitor the implementation of the CASCADE program. She/he is responsible to provide advice, TA and guidance to field office staffs and partners related to Gender and livelihood within CARE Ethiopia. The advisor will report directly to the Program Manager and will work closely with other Advisors and program management team to ensure program quality and impact.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Ensure quality at the design, analysis, implementation, and reporting; (40 % of time)
Develops overall technical approach, implementation strategies, methods and guidelines for gender and livelihoods program interventions
Lead the projects detailed implementation plans (DIP) development related to the gender and livelihood activities.
Provide technical support to ensures the implementation of field programs proceeds according to approved plans.
Technically lead the gender analysis and auditing to develop the gender integration guideline for key government partners.
Technical support the implementation of the gender integration guidelines closely working with the government partners and project stakeholders.
Technically lead the design and implementation of CARE approach in gender and livelihood; social analysis, and action (SAA), village saving and loan association (VSLA) and FFBS.
Develops and designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of gender and livelihood strategies and plans
Conducts continuous assessment and analysis of the communities’ gender and livelihood situation in operational areas aligning with the national food and nutrition policy and strategies.
Provide technical inputs for the project to undertakes/facilitates project baseline studies, annual reviews, and final evaluations.
Reviews project evaluation reports, compile and share lessons for future project design considerations.
Job Responsibility #2 Capacity Building and Technical Assistance: (30% of Time)
Facilitate trainings, workshops, on-site mentoring, and coaching activities to ensure internalization and quality implementation of CASCADE gender strategy, guidelines, and methodologies in program activities.
Build the capacity of field teams, partners team, community, and government partners, in the gender strategy, guidelines, and methodologies identified to integrate and address gender issues as part of CASCADE activities and national food and nutrition policies.
Develops capacity of CARE staff on Microfinance, operation of VSLAs, FFBS, agricultural marketing and value chain application initiated by CASCADE program.
Works with the relevant government structures to facilitate gender and nutrition-related activities and monitoring in the operational areas.
Development and testing curricula and materials/tool kits
Develops and facilitates the adoption and translation of training curriculum/manuals, modules and technical assistance methodologies on gender and nutrition
Oversees the scheduling and delivery to training to Farmer’s groups and Associations to build local level capacity in improved nutrition sensitive agricultural production and marketing practices for development.
Job Responsibility #3: Learning, Policy implementation and Networking (25% of Time)
Coordinate with the CASCADE program team to effectively support the government implementation of food and nutrition policies, strategies, and guidelines.
Keeps up to date with developments in gender and livelihood initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning.
Explores and participates in networks, gender, and livelihood task forces at the national, regional, and local levels.
Technically lead the use of project gender and livelihood learning into evidence-based policy influence/advocacy,
Identifies, establishes, and maintains productive relationships with like-minded non-government organizations.
Aligning CARE Ethiopia CASCADE implementation strategies to national food and nutrition policies and strategies.
Stakeholder meetings with government partners to strategize on institutionalization of gender integration guidelines, FFBS and VSLA.
Supports the effort to measure impact and document lessons learned and best practices (gender and nutrition focus)
Initiates research/studies and share results for wider audiences in and outside CARE to enhance program quality.
CARE operates its’ Access Africa’ (a microfinance program increasing access of poor people to basic financial services in Sub Saharan Africa) on best practices in the operation of VSLAs and other financial services.
Ensure the communication of micro finance and Agricultural Marketing concepts and procedures within the organization, with partners and other stakeholders.
Prepares required reports on time, and of high quality that convey the gender and livelihood program component’s progress towards achieving best practices and impact in the targeted communities.
Together with the PQL, supports impact measurement and documentation of lessons learned and best practices on gender equity and women’s empowerment.
Regularly disseminates information regarding gender interventions and accomplishments among stakeholders, including the government.
Job Responsibility #4: Others: (5% of Time)
Perform other duties, as assigned.
The duties and responsibilities described above are subject to change, depending on CARE Ethiopian funding or programming.
III. PROBLEM SOLVING (Thinking Environment)
All the three levels of problem solving apply to the incumbent. But category numbers two and three are most applicable to this position because, the incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.
III. QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
BSC degree in gender, social science, livelihood, business, Marketing, economics, and other related studies
Desired:
MA degree in Gender, Developmental Studies and, applied nutrition, community Nutrition or equivalent
B) EXPERIENCE
Required:
5-7 years of work experience in gender, livelihood, nutrition, and programming
Experience with undertaking capacity building initiatives and partnership management.
Experience with undertaking operational research related activities.
Desired:
NGO experience
Food and nutrition Policy advocacy
Strategic, operational planning experience.
C) TECHNICAL SKILLS
Required:
Gender analysis experience
Experience on livelihood approaches
Curriculum development
Policy advocacy
Facilitation skills and training experience
Experience with formative research or qualitative research methodologies
Firm belief in teamwork, gender equality, transparent and participatory management
Sensitivity to different aspects of diversity (cultural, religion)
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies.
Analytical, training/facilitation skills.
Action learning/research methodologies
Writing skills (for report and strategy documents), proficiency in oral and written English
Computer literacy in MS-Word, Spreadsheet, Microsoft PowerPoint etc

General Accountability: The incumbent’s decisions are contributory in terms of the daily functioning and operation of the Pathways Project in all implementation areas. His/her decisions are also contributory in terms of mainstreaming and enhancing targeting of the disadvantageous groups.

Internal:
The job holder is expected to collaborate with SRHN technical team and CASCADE project management at field and head office.
External:
Other program partners in Ethiopia mainly with Gain.
VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
The post is Addis Ababa/Head office with frequent travel to project sites.
