The International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa is looking for a highly competent and qualified candidate to fill the position of Transition and Recovery Senior Assistant who can firmly support the implementation and management of the Unit’s livelihood programmes and projects and support in facilitating a progressive resolution to end situations of displacement. The incumbent will be under the general supervision of the EPC Program Coordinator and the direct supervision of the Transition and Recovery program manager (TRD).
Responsibilities and Accountabilities:
• Support the economic recovery programming for IDP, Refugee and Host Community
• Provide technical assistance to IDPs, refugees, host communities, IOM staff, and partners to livelihood activities in accordance with best practice and expertise, including environmental rehabilitations, Home Gardening, vocational skill training, IGA establishment, cash transfer
• Support capacity building and coaching on the vulnerable community on off-farm livelihoods tools around market assessment, identifying the livelihood minimum expected packages, viable business opportunities, etc.
• Take the lead on the planning and implementation of appropriate and market-based strategies for the off-farm livelihoods
• Carry out regular field visits, project implementation monitoring, and on-site technical assistance to field-based project staff members
• Collect data, compile periodic project progress updates, identify implementation challenges, and provide recommendation
• Sets specific goals and expectations and provides regular, positive, and constructive feedback to staff
• Give technical feedback on livelihood and baseline assessment, pre-post training surveys, beneficiaries targeting, and monitoring plans.
• Prepare, process, and document a case study from the implemented project for wider dissemination
• Liaise with project partners, government officials, other program stakeholders, and relevant counterparts. Participate in IOM coordination mechanisms as required
• Participate in regular evaluations of project activities, rapidly identifying current or potential delays and providing inputs and corrective measures
• Compile and submit regular project updates/reports to the TRD Programme Manager and promptly identify and recommend solutions to technical issues. Assist in the preparation of narrative reports and proposals as required by the donor and IOM
• Monitor and follow up timelines of project activity implementation, including coordination with other units, sub-offices and follow up timely arrival and delivery of direct assistance components and joint ventures, particularly on livelihoods
Education
University degree in Social Sciences/Development Studies/International Relations/Conflict Resolution, Agriculture, Livelihood, or related field, or a combination of training
Experience
• Minimum of 6 years’ experience in working with direct humanitarian assistance for vulnerable populations, specifically with IDP, refugees, and host populations
• Experience in capacity needs assessment, intention survey, and capacity building of counterparts’ partners
• Proven ability to transfer skills and knowledge in small-scale livelihoods project
• Both technical expertise in agriculture/livestock and livelihood projects needed
• Previous experience advancing durable solutions for IDPs and refugees at the field level
• Proven ability to build synergies with government counterparts, relevant humanitarian partners, and coordination mechanisms
• Ability to work under minimal supervision with strong coordination skills strategies, encroaches, and guidelines
• Knowledge of international humanitarian standards such as the IASC framework on durable solutions is an advantage
• Knowledge of computer (MS Office, Word, Excel, Outlook)
Languages
• Thorough knowledge of spoken and written English and Amharic is required
• Knowledge of local languages Afan Oromo and/or Somali, Hadarigna is advantageous
