Brief description of mission for which the staff is required:
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance around the world. Present in Ethiopia since 2003, PIN has directly implemented numerous humanitarian and development projects across five regions of the country, mainly focusing on emergency and development WaSH, Shelter, Food Security, Agriculture and Education interventions (funded by BHA (OFDA); DG ECHO; DG DEVCO; DFID; UN OCHA; Czech government etc.). PIN is a well-recognized WaSH actor in the country. The overall annual budget of Ethiopia country programme is about 6 mil EUR, it has around 200 local staff and minimum of expatriates.
As an Emergency Supervisor for Ethiopia (country program’s emergency coordinator), you will be the closest partner of the country program (CP) regarding its emergency response programme, and, together with its leadership, you will be responsible for its proper management and development, ensuring our obligations towards donors are met (BHA (OFDA), DG ECHO, UN OCHA etc.).
You will support the Head of Emergency in leading the implementation of the emergency response programme, aiming at meeting the immediate needs of displaced and host communities in the fields of:
WASH (rapid rehabilitation, development and protection of shallow and deep wells, distribution of NFIs, hygiene promotion campaigns, support to health facilities, incl. COVID-19 response)
Emergency Shelter (distribution of kits and shelter NFIs)
Multi-purpose cash transfers.
You will participate in the staffing of the mission emergency team. For your colleagues at CP level, you will be the main HQ contact, when coordinating the emergency response agenda.
You will participate on security management and in the creation of security rules. You will build relationships with partners, experts and donors, and last, but not least, you will control that CP is in accordance with the internal rules and principles of the organization.
Programme management
Responsibility for achieving project results and indicators, fulfilling the contractual obligations of the project, and ensuring timely and quality implementation
Compliance with donor regulations, including reporting
Compliance with PIN’s sectoral guidelines, international standards, and in country sectoral strategies
Responsible for proactive and continuous improvement of project quality and relevance
Insurance of MEAL and data collection, including CFRM, in line with PIN and donor requirements and ensuring accountability to beneficiaries
Utilization of lessons learned for concrete improvements in programme implementation
Responsible for financial monitoring of costs; ensuring sound financial management of the programme budgets (financial reviews, forecasting, reporting, etc.)
Initiation and follow-up of procurements and payments related to programme needs in coordination with the Finance and Procurement Officers and in compliance with PIN and donor procedures; including procurement planning
Responsible for relevant HR processes related to the emergency team, including recruitment, performance management, capacity building and mentoring of national PIN and partners’ staff, including the identification of training needs and development of training plans
Prepare notes or reports to donors, local authorities, and internally to PIN as required
Representation of PIN at relevant sector coordination meeting, working groups, and other relevant bodies
Coordinate with the clusters relevant to the project to ensure adherence to sectors standards during all phases of implementation
Develop mapping and understanding of the humanitarian environment, including other actors and any potential gaps based on the needs of the community; ensuring complimentarily of programming with other actors; emphasis on WASH, but other relevant sectors as well
Contributing innovative and relevant ideas for new program development based on the identified needs
Collaboration with national partners/NGOs, other INGOs, local authorities and any other relevant stakeholders
Security and Systems
Security management of the CP
Compliance with all general PIN policies (Code of Conduct, Safeguarding policies, etc.) and ensuring PIN Ethiopia CP team’s understanding and compliance
Compliance with all security and safety rules and regulations and supporting the team’s compliance
Compliance with all financial and administrative rules and regulations (Financial guidelines, Procurement guidelines, National and international staff policy, etc.) and supporting the team’s compliance
Requirements:
Minimum 3 years previous work experience in the humanitarian sector, preferably in Ethiopia
Strong track record of leading proposal development for DG ECHO calls and calls of other humanitarian donors (BHA (OFDA), UN OCHA etc.)
Experience with emergency WASH, shelter and cash programme management
Good inter-personal and coordination skills
Willingness to live and work in a highly insecure environment, with approx. 50% time spent in Ethiopia
Ability to work independently in a challenging context is a must
Candidate must be flexible, adaptable, and positive
Excellent written and spoken English required
Possibility to work in a well-established and locally recognized NGO
Start-up monthly salary based on previous work experience and according to PIN salary scale
