Job Description
KEY AREAS OF ACCOUNTABILITY:
Recruitment and selection
Maintain oversight of all recruitment and HR needs for the Afar response.
Work with the FOM and all staff to ensure that all projects have timely recruitment plans and that the recruitment process is initiated
Ensure that HR trackers from Afar are accurate, up to date, and disseminated in a timely manner including a monthly report
Oversee all recruitment and ensure that interview plans are put in place for each open position and ensure recruiting managers are provided with constant update regarding open vacancies.
Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
Use social and professional networking sites to identify and source candidates
Work together with hiring managers to ensure gender diversity and equality is addressed in the recruitment process
Ensure that reference checks are completed for all potential employees
Ensure that regret letters are sent out to candidates who reached the interview stage
Actively take part in interviewing and selecting employees
Manage the preparation and sending of offer packages
Benefit management
Manage the implementation of staff benefits package for, Afar staffs based response staff, and ensure that records are maintained and updated
Ensure that exit procedures are properly followed during staff separation
Support initiatives on staff wellbeing program
Liaise with line managers on planning and utilization of annual leave by creating proper awareness and making negotiations if necessary
Training and Development
Build and coordinate the capacity of the HR staffs in Afar office
Provide professional development and training to employees and working in conjunction with the recruiting department to maintain adequate staffing.
Monitor training and development functions of the Afar office, where feasible
Work together with HRIS officer to ensures proper filing of monthly and quarterly reports regarding training and development activities, highlighting areas for further support and strengthening.
Provide job specific induction to new members of the team.
Take initiatives to ensure that the performance of the Afar staff is managed with the existing performance management process inclusive of setting of job objectives, mid-term performance review and annual performance assessments.
Working with managers to assess development needs and performance gap analysis of their respective staff
Employee Relations
Counsel and coach managers on employee related issues and promote an engaged and positive culture
Appropriately investigate and resolve grievances and complaints
Conduct confidential assessment, short-term counselling, and follow-up services to Afar based employees who have personal and/or work-related problems that affect attendance, work performance, and conduct
Staff Management
Motivate staff and build team spirit for effective working relationships
Advice on adequacy of resources for proper implementation of the strategic objectives and further staff development plans
Ensure that the HR coordinator properly plans and organises their tasks (e.g. through monthly, quarterly and annual work plans)
Ensure that job objectives are set and performances are evaluated timely and with the required quality for supervisees, hold one-to-one meeting (where feasible) and produce team report
Accountable for quality deliverables through the provision of appropriate support
Extend administrative support to the team such as planning & use of annual leave, etc.
Provide job specific induction to new members reporting to their post
Networking
Work together with HRDD team to establish a recognizable “employer of choice” reputation for the organization, both internally and externally
Communicate with managers and employees regularly to establish rapport, gauge morale, and source new candidate leads
Maintain regular contact with possible future candidates
Administration:
Monitor and ensure adherence to administrative policies and procedures
Assist in negotiation of lease and rental agreements and draft contracts as needed
Act as Legal document holding in the field office
Ensure maintain a filing system
Arrange for procurement of equipment’s and other facilities
Ensure check on regular payments (such as house-rent, utility charges for water, electricity) and periodical payments.
Maintain office working environment clean and healthy for all staff and visitors
Ensure keep required registers (phone, visitors, payments, movements, etc.) and update regularly
Ensure keep important contact phone numbers (police, government departments, fire brigade, hospital, Yangon SCI headquarter), etc.
Setting up email and internet for staff in Area and Field Office
Reporting and communication
Prepare comprehensive monthly/quarterly report on key result areas in relation to the post
Assist the Head HR operation in the preparation of the annual HRD department report
Others
Where feasible conduct periodic visits to field offices in support of HRD activities
Provide assistance to the Afar office in HRD activities whenever support is requested
Assist in the development and updating of HR policies, procedures and processes.
Perform other special projects, FOs’ or AOs’ as assigned
Update the Afar staff on HRIS maintain hard copy files in a timely and accurate manner
Coordinate and collect timesheet from the Afar office HR colleges, and submit to HRDD

QUALIFICATIONS AND EXPERIENCE
Minimum BA degree in Human Resource, Business Administration and/or Management. M.A. degree in relevant field of study is preferable.
5-7 years of relevant experience as generalist with 3 years of experience as an HR Specialist or on a more senior HR role
Experience of dealing with difficult and sensitive situations in a diplomatic and professional manner
Experience working in a large and complex organizational set up
Experience in staff management
Ability to present complex information in a succinct and compelling manner
Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
Good experience in planning and coordinating
Very good skill in report writing
Fluency in local language (Afar Af) is advantageous
Fluency in English, both verbal and written, required
