Job Description
Finnish Refugee Council (FRC) (www.refugeecouncil.fi) is an international non-governmental organisation with Head Office in Helsinki.

Position Summary:
The role holder is responsible for performing general human resources and liaison functions, and plays a key role in the overall HR function including staff recruitment, contracts preparations, staff leave management and timesheet tracking. The HR and Liaison Officer will support program staffing needs and work closely with Administration and Finance Manager and to comply with Program and Operations requirements. The HR and Liaison Officer will support several functional areas including recruitment, employee relations, benefits administration, compensation, training & development and staff travel.
HR Functions:
Assist in the recruitment process ensuring compliance to hiring procedures as outlined in the HR manual.
Facilitate recruitment processes by posting job adverts, collect applications from applicants, administering tests; verifying prior employment by contacting references; scheduling appointments; maintaining records and information.
Maintain tracking system of the recruitment process and compile report on recruitment status and communicate to HQ monthly basis
Facilitate the timely orientation of new staff and organize inductions with relevant departments and staff members within FRC
Provide professional advice to managers on a range of HR issues ensuring
Be point of contact related to FRC HR manual.
compliance to hiring procedures as outlined in the HR & Administration manual.
Ensure the performance management system is implemented on time.
Assist in development of annual staff development plan
Timely enrollment of staff in to insurance benefits package.
Assuring staff list is current at all times
Maintain a thorough knowledge of FRC HR policies and ensure employee adherence.
Ensure personnel files are complete and accurate assuring adherence to highest level of confidentiality
Maintain updated job description database
Oversee leave management, maintain leave tracking, ensuring complete documentation for staff
Liaison Functions:
processing of work and residence permits for international staff
ensuring all international staff has proper work documentation. Keeps track of expiry dates and advise on renewals on timely basis
handle FRC local and international staff travels request such as ticket reservation, accommodation, transport, etc.
administration of the insurance benefits and advise on any issues arising
Perform any other related duties as assigned by immediate supervisor
Other related duties directed by line manager as required

FRC staff must adhere to the values and principles outlined in the FRC Code of Conduct.

EDUCATION
Bachelor’s degree in Human Resources, Business Administration or related field of studies.
EXPERIENCE:
Minimum of 6 years of relevant experience in increasing responsibilities
INGO experience
Strong knowledge of the Ethiopian Labour Law
Skills, Attitudes and Attributes
Good computer skills specifically MS-Office
Professional attitude to work
Good communication skills
Interpersonal qualities:
Proactive and takes initiative
