Vacancy Announcement

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives. 

The Finance Specialist is responsible for all financial transactions are in accordance with Chemonics financial policies and procedures of the GHSC-PSM project in Ethiopia.  Please see the criteria below for details:

GHSC-PSM

 Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

 At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics

  • Systems Strengthening Technical Assistance

  • Global Collaboration to Improve Long-Term Availability of Health Commodities

 Purpose

 The Finance Specialist ensures that all financial transactions are in accordance with Chemonics financial policies and procedures. He/she ensures that all payments/disbursements, accounting and financial records are made in accordance with the Generally Accepted Accounting Principles and Chemonics policies and regulations and donor (USAID) rules and regulations. He/She must demonstrate the ability to use sound business judgment in assuring that all records to the financial system are accurate and necessary for the operations of Chemonics/PSM project. He/she makes sure that all government taxes and other obligations are deducted and paid on time. He/she is also responsible in supervising, coaching and guiding the work of Finance Assistant.

 Principal Duties and Responsibilities 

  • As a Finance Specialist for the GHSC-PSM Ethiopia Program, the employee is responsible for the following principal duties and responsibilities: 

  • Review of payment vouchers, cash receipts vouchers and journal vouchers according to Chemonics policies and procedures as well as local government rules and regulations.

  • Review journal entries for different kind of settlements including training documents and post them in ABACUS database.

  • Review journal vouchers for deposit in bank for the wire transferred from Chemonics headquarter attaching bank advice.

  • Ensure that all advance transactions are journalized, posted and recorded to the staff respective accounts.

  • Ensure that staff has cleared outstanding advances before processing any additional advance requests.

  • Follow up on outstanding advances on monthly basis.

  • Review all the documents submitted by staff to settle their advances, make sure all the documents are genuine and investigate any relevant question raised or address to the Finance Manager.

  • Prepare monthly payroll after ensuring all relevant documentation as per Chemonics policy is attached

  • Review government payables (such as withholding tax, income tax, and pension and provident fund payables), and make sure that such payables are paid on time to the appropriate authority or account.

  • Review monthly VAT report using a standard format and submit to USAID for refund.

  • In collaboration with team leaders, prepare monthly fund request. 

  • Supervise, coach and guide Finance Officers and Finance Assistants

  • Assist the Finance Manager in preparing all required documents for audit purpose.

  • Perform other duties which are in line with the scope of the positon as assigned by the immediate supervisor.

Level of Effort and Location: This long-term position will be based out of Addis Ababa, Ethiopia.

Supervision: The Finance Specialist will report to the GHSC-PSM Finance Manager and will be supervised and evaluated by the GHSC-PSM Finance Manager.

Job Requirements

Qualifications:

  •  University degree in accounting or related field from recognized institution.

  • Minimum of 5 years of relevant work experience

  • Good knowledge in USAID rules and regulations, experience in international NGO preferred.

  • Excellent interpersonal skills: demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants.

  • Ability to work independently, take initiative and ability to meet deadlines with attention to detail and quality.

  • English and Amharic fluency including business terminology required.

  • Demonstrated intermediate computer skills in Microsoft Office Suite applications, and in accounting software. Knowledge on ABACUS system is preferred.

  • Must be willing to travel to the regions as required

  • Strong knowledge and understanding of USAID regulations strongly preferred
