The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs, is looking for a qualified professional to fill the following vacancy for its Guinea Worm Eradication Program.

Below are key responsibilities of the BCC Officer:

  • Work collaboratively with Gambella Regional Office  and BCC- Officer based in EDEP secretariat office to ensure program planning, development, resource availability and smooth and efficient management activities 

  • Conduct formative assessments, and audience feedback research to inform the routine program interventions, and crafting/design of the cash reward, and social and behavior change communication (SBCC) materials associated to Guinea worm eradication 

  • Provide technical support and capacity building to EDEP Gambella project field team to ensure community engagement activities are completed and reported in a timely manner

  • Conduct field supervision support to community structures to ensure completion of BCC work plans

  • Support and participate in the EDEP trainings in Level I & II areas

  • Liaise and coordinate with regional and zonal actors including Regional Health Bureaus, Zonal PHEMs, CBO and NGO networks, for partnership and collaboration geared towards strengthening community level BCC 

  • Build the capacity of community-based volunteers and other community groups on community engagement approaches and campaign material use to ensure quality implementation at community level

  • Keep an updated inventory of Gambella Level I & II campaign material distribution

  • Oversee monitoring and data management of BCC activities which include but not limited to monitoring and tracking of media broadcasting; monitoring and tracking poster distribution; and monitoring and tracking of community engagement activities

  • Assist in the preparation and submission of weekly reports, monthly meeting presentations and monthly planning schedules to a high standard and in a timely manner with active participation in monthly review meetings

  • Pragmatically troubleshoot any challenges that may be faced at field level with professionalism 

  • Carry out any assignment given to him/her by the supervisor.

Required Number: 1 (One)

Terms of Employment: one-year contract with strong possibility of extension

Job Requirements

Qualification and Experience:

  • Bachelor’s degree in public health, health promotion, social science or other development related fields

  • Minimum 5 years’ experience in BCC, public health communications or health promotion

Additional requirements:

  • Experience in using participatory methods for training and capacity building

  • Strong computer skills in Microsoft office and data management software’s

  • Good facilitation skills with knowledge on adult learning approaches

  • A person who is self-starter, who can accomplish the task with minimal or no supervision.

  • Bilingual: Excellent written and verbal communication skills in English, Amharic and other local languages

  • Willingness to travel within the country, frequently, to remote areas at least 50% of the time

  • Prior work experience in Gambella region

  • Recommendation letter from the most recent employer

  • Able to present release letter from current employer in two weeks after job offer
