I. Introduction and Background
Brooke is an international non-governmental organization which is dedicated to improving the lives of working horses, donkeys and mules around the world by working with individuals, groups and organizations. Brooke's work also aims to benefit the people who rely on these animals for their livelihoods. Brooke was established in 1934. Currently, it has a Program in nine countries across Africa, Asia and Latin America.
Brooke got registered and started its operation in Ethiopia in 2006. The organization is implementing the equine welfare-related project in Oromia, Amhara and Southern Nations and Nationalities Peoples Region (SNNPR) and Addis Ababa city administration.
Equines in Ethiopia play a key role in the national economy, where they serve as a lifeline for 85% of Ethiopians in rural communities and semi-urban enclaves committed for supporting and engaging in transport services of different types. Though equine significance to both rural and urban livelihoods is great, equines continue to live under difficult conditions due to poor handling and management practices and limited access to quality animal health services, especially in urban and semi-urban areas, including Addis Ababa.
Currently Brooke Ethiopia with its key stakeholders is implementing a project which can improve health and welfare of equine in Addis Ababa city administration to ensure improved equine management practice and health services with accessible quality health and welfare services to make their lives worth living. In order to ensure that our services are accessible and used by owners and users of thee working equine (donkey, horse and mule), Brooke Ethiopia is looking for a firm or an individual consultant who can conduct a baseline assessment in delimited parts of Addis Ababa city administration.
II: Objective of the assessment
· To have baseline data and information on the overall equine welfare and data related to equines in the selected sub cities in Addis Ababa city administration (Kolfe keranio, Nifas Silk Lafto, Lemikora, Bole, and Akaki-kality sub cities). A total of ten woredas within the selected five sub-cities of Addis Ababa city administration will be covered by the baseline survey. More specifically on
o To assess the magnitude/extent of welfare challenges faced by the animals and priorities with pushing and pulling factors for not ensuing equine welfare by sub cities
o To identify the existing available services for equines and gaps to be filled in the sub cities
o To assess the ever all equine welfare, number of equines in the selected woreda, the main challenges for ensuring equine welfare,
o To identify knowledge, attitude and practices (KAP) of the equine owners and the Community about improved equine management and husbandry practices, the health seeking behavior of equine owner to their equids
o To recommend how best the Brooke and stakeholders can approach and address these challenges
III Expected Methodologies
The consultancy team/firm is expected to use appropriate and relevant methodologies to undertake the assignments. The methodologies expected to be used will be qualitative and qualitative methodology. It is necessary that the consultant employ triangulation techniques to cross-examine findings. The assessment is also likely to have a participatory approach that engages local gharry associations, gharry workers, equine owners, woreda, sub-city, community structures, and community members as key informants (women and men). Specifically, the following data collection methodology will be employed.
Ø Desk review of documents
Ø Key informant interviews:
Ø Discussion with field staff and stakeholders
Ø Household survey
Ø Case stories
Ø Visit different infrastructures in the above area
IV: Expected deliverables
1. Inception Report: The inception report is expected to be submitted within one calendar week of the date of contract signing. This report will include a fully elaborated approach and proposed survey instruments, sampling frames and methodology, interviewing method, number of FGDs and the number of participants and locations. The report should be clearly showing how the objective of the assignment addressed. Draft questionnaires and other survey tools, data processing and analysis methodology, the outline of the final report and schedule of activities should be indicated in the inception report;
2. Draft report the draft report should be submitted with an approved outline during the preparation phase. The report should include statistics, narratives and pictures. The raft report should be summited within the three weeks of the singing of the agreement.
3. Final Reports The final report should be submitted within 30 days (one month) of the signing of the agreement. All the feedback and comments provided by Brooke-Eth on the draft report should be addressed.
4. Validation workshop – within one calendar week of the baseline assessment report submission, the results should be presented to BE staff and representatives of different partners and stakeholders.
V. Responsibilities
5.1 Responsibilities of the consultant
The consultant, apart from the detailed responsibilities mentioned above will be responsible for the following:
· Preparation and timely submission of a technical proposal with detailed methodologies, activity plan and schedule, and a detailed financial proposal to Brooke Ethiopia and the proposals should be made based on the terms put on this TOR.
· After being selected, develop an inception report with a detailed work plan and methodologies, including data collection and reporting tools.
· Avail technically competent team members for the activity and ensure that all the selected technical persons are actively involved in the activities.
· Conduct the assessment as per the agreed plan in the selected areas
· Ensure that all the planned assessment activities are performed per the prepared schedule and with the required quality.
· Prepare and timely Request Brooke for all support needed in facilitating communication with government stakeholders, partners and community members.
· Explore, Gather and review external documents and the Brooke-provided internal documents relevant to the assessment are highly dependent on document reviews due to the prevailing contextual challenges.
5.2 Responsibilities of the Brooke
Brooke will be responsible for the following:
o Evaluate, provide feedback and approve the inception report with activity and financial plans submitted by the selected consultant.
o Facilitate the process in terms of making contacts with relevant stakeholders (including letters), partner organizations, relevant institutions and people.
o Provision of all the necessary internal background documents, along with partners and available external documents for desk review by the consultant.
o Provide the necessary assistance, monitoring and follow-up to the consultancy activity.
o Review the findings of the draft report and provide timely feedback to the consultant.
o Brooke will be responsible for facilitating timely payment to the consultant upon fulfilment of the terms put on the contractual agreement.
VI. Requirements and expected competencies
An external consultancy firm shall undertake this consultancy activity. The prospective consultancy team or individual to undertake the assignment should have the necessary professional background with practical experience in carrying out similar assignments and updated knowledge in the thematic area.
Specifically, the prospective consultancy team or individual should have
Ø A professional mix of advanced degrees or Masters is preferable in Animal health science and veterinary medicine.
Ø Brooke may accept sociology, Development studies, economics and related fields with background proven experience in equine /animal welfare;
Ø Mixed with qualifications or strong experience in animal health, livelihood development or related fields.
Ø At least ten years of practical experience in undertaking similar assessment, baseline or evaluation assignments in the grass root community, preferably on animal health, equine or livelihood projects.
Ø A demonstrated a high level of professionalism and an ability to work independently under tight deadlines.
Ø Good understanding of the community in Ethiopia, especially the grass root community
Ø Excellent English report writing skills, Strong interpersonal communication skills, as well as proficiency in written and spoken English; Knowledge of Amharic is a plus.
Ø Strong computer skills, including a very good capacity for data processing and analysis
VII. Payment modalities
· The payment for the consultancy will be effective within three instalments,
· 30% initial payment upon signing of the contract agreement and
· 30% upon the submission of the Assessment draft report and”
· The remaining balance of 40% upon submission of the final report of the consultancy after the quality confirmation by Brooke Ethiopia.
Note: Brooke will retain 2% withholding tax from the consultancy fee if it has TIN and license; otherwise, 30% rule will be applied in accordance with the Ethiopian revenue tax procedures
Interested consultants should submit their technical proposal (with a detailed work plan) and financial proposal in person to the Brooke Ethiopia Admin unit until August 19, 2022, before the close of business (5:00 PM). The consultant/firm should also submit a copy of the certificate of registration, valid business license for the Ethiopian FY 2014 and VAT or TOT registration. Brooke will deduct all appropriate taxes and pay to the relevant government authority. Brooke- Ethiopia reserves the right to cancel part or the entire bid/consultancy.
