BACKGROUND
JSI Research & Training Institute, Inc. (JSI) is a public health consulting organization dedicated to providing high-quality technical and managerial assistance to public health programs throughout the world. JSI works extensively with national and local governments, NGOs, the private sector, and communities to expand access to services for vulnerable populations. JSI has been implementing public health work in Ethiopia for over 27 years. JSI works at every level of the health system in support of the government’s commitment to expanding access to health care to all citizens. We partner with the country’s largest funders, including the United States Agency for International Development (USAID), the Bill & Melinda Gates Foundation (BMGF), the Children’s Investment Fund Foundation (CIFF), and UN agencies to help the country transform its health system.
Funded by the BMGF, JSI and Amref partnership have been awarded a new project, Improve primary health care service delivery (IPHCSD) project, aiming to strengthen the functionality of and bi-directional linkage across Ethiopia's primary health care delivery platforms—HP to the health center to primary hospital—for improved quality RMNCH-N outcomes. JSI is looking for a qualified quality of care technical expert to lead the design and implementation of quality-of-care interventions for the IPHCSD project at Amhara, Oromiya, Sidama, SNNPR, and South West Ethiopia regions.
OVERVIEW OF THE POSITION
As part of the JSI’s regional technical team, the regional PHC specialist will provide technical assistance on strategic, and technical matters related to community engagement, HEP and PHC ,quality agenda, and technical oversight and accountability to RHBs/ZHDs, pressure-testing woredas, local implementing partners, and Universities. The regional PHC specialist will also be responsible in the implementation, monitoring, follow-up, and documentation of PHC service delivery models and bring learnings from the field for evidence-based PHC programming. In addition, s/he will be responsible in supporting the implementation, follow-up, and monitoring of HEP optimization interventions, PHC service delivery models, a package of bundled quality strategies and interventions, and bi-directional accountability system in testing woredas through a network of care (NoC) framework. The regional PHC specialist will work closely with other JSI central and regional teams including eCHIS cluster coordinators, LIPs, and Universities. S/he reports to the Field Programs Director.
KEY DUTUES AND RESPONSIBILITIES
· Provide technical oversight in the planning, implementation, and monitoring of HEP/PHC optimization interventions, quality strategies and initiatives, and bi-directional accountability system through coordinating and working closely with RHB/ZHDs, JSI teams, national embedded TAs, and LIPs
· Through active engagement in regional coordination platforms and direct support to relevant RHB directorates, provide technical assistance in adapting and operationalization of national strategies and guides related to HEP/PHC, quality, and technical oversight and accountability
· Provide technical support and work closely with LIPs in the pressure-testing, follow-up, and monitoring of PHC service delivery models, community engagement strategies and participatory learning approach, a bundle of quality strategies and interventions, performance management and incentive, bi-directional accountability mechanism, and restructuring of PHCU governance in testing woredas through the NOC framework
· Work with RHBs in designing/adapting tools and guides for implementation, monitoring, learning and scaling of innovative community solutions towards improving and sustaining demand for and utilization of RMNCH services
· Provide technical oversight to LIPs and build their capacity through training, mentorship and coaching, reporting, supportive supervision, and performance reviews
· Provide technical oversight for local grantees in the effort in the implementation of network of care across PHC
· Work with local Universities to ensure capacity building efforts and mentorship are conducted timely
· Provide technical support on PHC, quality and governance through regional working groups
· Support RHBs in identifying, documenting and replicating best practices
· Produce biweekly, monthly, quarterly and annual reports related to all the primary outcomes of IPHCSD project
· Adhere to and promote JSI’s culture and values and uphold JSI’s standards related to fraud and ethics accountability and management.
· Carry out other duties as assigned
Job Requirements
SKILLS AND COMPETENCIES:
· Advanced degree in Public Health or related fields
· Minimum of ten years’ work experience in providing technical support specifically on community-based health programs, quality, and transformation agenda of the HSTPs including the health extension program and primary health care to the health system, preferably working with INGOs
· Strong knowledge and experience of HEP and primary health care system
· Strong working experiences and relationships with the respective RHB teams and other regional PHC coordination platforms is essential
· Demonstrated experience in capacity building on areas of community health and service quality
· Strong technical skills, with proven capacity to direct and manage change, and inspire high-performing teams
· Experience in implementation research and working with NGO
· Experience in managing and/or working with local civil society organizations is an advantage
· Experiences and skills in RMNCH-N programs is an added advantage
· Exceptional interpersonal, teamwork, communication, partnering and supervisory skills
· Fluency in English, Amharic and respective regional working languages
· Strong attention to detail and quality
· Ability to travel frequently
· Excellent computer skills
