Position Summary
The MHPSS community mobilization officer will be primarily responsible for the implementation of community based MHPSS activities which include community mobilization at the targeted refugee camp in Gambella to generate demand for MHPSS to eventually enhance service utilization. The position holder is a point person for community based MHPSS initiative and activities at the indicated camp. S/he will closely work with, the Senior MHPSS Officer, MHPSS Officer and community outreach at assigned camp especially in the areas of PSS, facilitating trainings, community conversation workshops, MHPSS campaigns and advocacy/outreach activities. Assists the field or camp based MHPSS staff in the planning, implementation, monitoring and evaluation of MHPSS interventions. The position holder will report to the senior MHPSS officer at the assigned camp.
RESPONSIBILITIES
Primary Responsibilities
Facilitate the outreach MHPSS interventions to be implemented as per the plan
· Provide input on the preparation of SBCC tools: leaflets, postures, stickers, and key MH messages to contribute as the preparation of the tools follows the national and international guidelines and protocols
· Coordinates the selection, training, and engagement of MHPSS refugee volunteers and COAs at the refugee camp.
· Provide culturally appropriate psychosocial support activities and work with the community structure to strengthen support systems under close supervision of Senior MHPSS Officer and
· Serve as the primary point of contact between IMC MHO and local partners involved in psychosocial activities.
· Strengthen community-facility based referral system for refugees seeking MHPSS services
· Establish, equip and run recreation centers to people in need of psychosocial support and supervise general activities of the recreational centre.
· Work in line with IASC guidelines on mental health and psychosocial support in emergencies and promote guidelines where appropriate and as advised by Senior MHPSS Officer/MHPSS Officer
· Mobilize and facilitate the engagements of community and stakeholders including refugee authorities through context-based community mobilization strategy
· Keep the key community stakeholders updated about the MHPSS outreach activities:
· Plan for weekly/monthly outreach and adjust to a flexible activity scheduling
· Mobilize and facilitate active participation of community members, including PoC
· Support and facilitate network and coordination in the implementation of MHPSS planned community mobilization activities to promote uptake of mental health (curative, preventive and promotive) services in the refugee community
· Coordinate and establish network for the social mobilization, when required and as deemed necessary, with other humanitarian actors operating in Gambella refugee camps
· Represent community level meetings, workshops, and trainings on behalf of IMC MHPSS program
· Participate and coordinate mental health awareness campaigns and trainings for the community representatives as per needed
· Identify an prepare draft MHPSS success stories in collaboration with MHPSS officer and share with the community members and other partners to advocate on foe MHPSS programming.
· Support on the development and implementation of MHPSS training activities in the camp, ensuring the highest quality of standard.
· Coordinate with partners to integrate MHPSS awareness raising activities in their activities.
· Work closely with partners, including RRS and UNHCR, and community leaders and focal points, to develop strategies for promoting mental wellbeing and facilitate help for those who seek assistance
· Coordinate/ensure outreach activities with relevant community leaders and government or report timely for direct supervisor, including standardized reporting practices.
· Collaborate in developing and providing input for culturally appropriate community based mental health and psychosocial support services
· Identify and collaborate informal service providers such as natural healers to facilitate information sharing and referral of MNS conditions
· Collaborate with community and existing institutional structures to ensure protection of those suffering from MNS conditions
· Able to compile information, prepare plan and timely submit written situational reports to Senior MHPSS Officer/Mental Health Officer and to others as required.
Organize public awareness programs (tea talk etc) and de-stigmatization campaigns around mental health issues
· Work collaboratively with other agencies, local and international and with relevant government bodies
· Strengthening and empowerment of self-help groups.
· Maintain good relations with community leaders in camp: RCC and other community structure leaders
· Contribute to a positive International Medical Corps team environment.
· Participate in regular camp meetings as requested by the supervisor
· In collaboration with MHPSS team, ensuring messages are appropriate for the community and tested before dissemination.
· Support the social and recreational center-based services are well functioning through incentive workers, prepare a regular schedule at the recreational centers and also supervise, monitor, evaluate, and report MHPSS recreational center activities.
· Prepare and submit periodic (weekly, monthly, and quarterly) outreach and center based reports;
· Collects district health information system (DHIS-2) for community outreach and recreational center data and submit it to Senior MHPSS Officer/ MHPSS Officer for reporting.

Individual Guiding Principles

§ Bachelor’s degree in Psychiatry Nursing or General Psychology, Social Work, Sociology, Nursing, or Public Health
§ Have 2 year of experience preferably in MHPSS Programming
§ Experience working in MHPSS programming in humanitarian context is mandatory
§ Familiar with IASC guideline on MHPSS
§ Experience in supervising and provision of training for community stakeholders
§ Previous experience of working in a hardship environment.
§ Excellent coordination and communication skills
§ Good documentation and dissemination / presentation skills
§ Should be able to live, work and travel in an insecure environment, following strict security guidelines.
§ Excellent interpersonal and communication skills, and ability to work in a multi-cultural environment.
§ High level of confidentiality and integrity.
§ Experience of working under high pressure, in fast-paced environments.
§ Strong service orientation with the ability to proactively approach refugee communities to understand their MHPSS needs and to find effective solutions.
§ Strong organizational skills ability to handle multiple priorities in an autonomous manner.
§ Excellent verbal and written proficiency in English is required; Knowledge of local language is strongly preferred.
