Data/ Management Information System (MIS) Officer

I. JOB SUMMARY
The purpose of the Data/Information Management Officer position is to ensure the project/program data are properly stored, managed and documented in the database management systems. The officer monitors data and information quality and partner input data. The position supports the sector unit/portfolio of projects/programs in project planning, monitoring and reporting. This position reports into either-to-either Senior MEL or the DB/MIS Advisor position. This position is responsible for activity and output level data.
II. RESPONSIBILITIES AND TASKS
Job responsibility #1: Data/Information Management (40% of time)
Assist, supports the DB/MIS Advisor in the development of data base systems
· Ensures effectiveness and adequacy of systems to track flow of information on inputs utilization and project participation
· Provides information management support to program/project design, learnings, etc
· Submits updated data set to the required parties at all levels on project database on quarterly basis;
· Assists/supports program LDM/MEL, MIS specialist in data management information systems
· Updates the program information system, Dashboards, etc on regular basis.
Responsibility #2: Program/project Registering and Tracking (30% of time)
Properly registered, update and analysed project/program portfolio
· Ensure projects/programs are entered/registered in the PMIS, dashboard, CARE share system
· Supports the production of regular update of the project/portfolio of projects/programs
· Analyze plan versus achievements of the project progress from the PMIS, Dashboard, Share point/ systems
Job Responsibility #3: Monitoring, Evaluation and Reporting (15% of time)
Assists program DB/MIS Advisor, program MEL/LDM staffs particularly front-line staff in developing regular data collection format, data base maintaining, analyzing and interpreting data and ensuring forward accountability to the community and learning;
· Assists the project staff in understanding activity/output project level data;
· Organizes participatory monitoring events along with the DB/MIS Advisor and MEL Advisor, partners and communities;
· Participates on project performance review meeting at Woreda level as required and evaluation exercises
· Collects and provides information and technical support in the preparation of quarterly or biannual reports and participate in panel monitoring
· Ensure the implementation of project M&E plans/framework
· Ensures consistency of information in different reports
· Participates in the formulation and revision of database management systems/dashboards
Job Responsibility #4: Capacity Building (10% of time)
Assists the LDM/MEL/MIS staff in organizing DB/MIS, M&E related capacity building workshops/trainings to staff/implementing partners;
· Compile and share project related data management systems;
· Support, coach and mentor, the front-line staff on how to handle project database
Job Responsibility #5: Performs other duties as assigned ((% of time 5%)
IV. QUALIFICATIONS (KNOW HOW)
A. EDUCATION/TRAINING
Required:
· Bachelor degree in information technology, Statistics or other related fields.
· Knowledge of statistical software.
Desired:
· Job related experience and maintaining program data base, generation of data and qualitative and quantitative data analysis skills.
B. EXPERIENCE:
Required:
§ 1-2 years of relevant experience with the first degree.
Desired:
§ NGO experience
C. TECHNICAL SKILLS
Required:
§ Well organized, which gives attention to details and have some analytical skill;
§ Software skills
§ Computer skill particularly Microsoft Word, Excel and Power Point;
§ Good oral and written communication and interpersonal skill;
§ Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainability;
§ Proficiency in English and local language, both verbal and written.
Desired:
§ Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems, and knowledge of basic monitoring and evaluation and research tools;
