This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at the interview stage TEAM PURPOSE: The Finance Officer will support the implementation of the programme by working directly with Oxfam’s and partners’ staff on the financial needs of the programme to ensure people affected by the crisis get timely, sufficient, and appropriate humanitarian assistance. Together with the Finance team, the Finance Officer will be accountable for ensuring that all financial procedures are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures. JOB PURPOSE:Oxfam in Ethiopia is currently responding to a humanitarian need in Northern Ethiopia and the Finance Officer provides financial and grants management on a daily basis for the Northern Ethiopia response. This includes a review of financial documents and making sure payments are supported with appropriate source documents; preparation and processing of documents for payment, review, and coding of financial information and Journal entries as appropriate; assisting in data entry into the system, and maintenance of appropriate finance documentation after verifying all source documents for proper approval.POST HOLDER REPORTS TOFinance coordinator JOBS REPORTING TO THIS POSTNoBUDGET RESPONSIBILITYNoKey Responsibilities and AccountabilitiesEnsure that all the Norther response expenses are properly authorized and documented before payment through checking correct budget codes (in liaison with Donor Accountant) and seeking prior approvalEnsure that all payments are prepared on time and in accordance with all financial guidelines and approval procedures including processing check payments to suppliers and staff on a timely basisPetty cash monitoring and process replenishment upon receiving valid financial documentsReview settlement of travel and training advances against Oxfam travel policy and prepare the journal entry Ensure data entry into (financial management) system is done timely and accuratelyUpload weekly labor hour upload into the system and also prepare monthly payroll ensuring timesheets are completedPrepare of the month-end pack including balance sheet analysis, bank reconciliation, and fixed asset scheduleFile monthly income tax, withholding tax, and staff pension return to an appropriate government officeAssist in Oxfam internal and external year-end Audit schedules and provide all documents required by the auditor during the audit as well as answering some audit queries as neededMaintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the OI financial policy and government regulationsEnsure all financial and local government regulations adhere to the desired standardsLiaising with NDRMC to transfer cash from Addis to MekeleSupporting Tigray and Amhara projects in setting and recording expenses on the system Other responsibilities related to the Finance TeamAssist Finance team in reviewing and revising /developing financial policies and proceduresAssist Finance team in financial statement preparation and audit facilitationPerform such other duties as assigned by the Head of Finance and Systems.

Experience, Knowledge & Competencies Essential Bachelor (BA) or Degree from a recognised university/college in Accounting, Finance or any other related areas that can bring added value to the job. Relevant finance experience of 3-5 years for BA holders or 5-8 years for Diploma holders, preferably in an international NGO, out of which 2 years should be supervisory/managerial experience.Competent in the use of computers and Microsoft Office applications including Word, Excel, PowerPoint, and Outlook.
