Job Description

MAIN RESPONSIBILITIES

1.Project Management

  • Prepare DIP, phased budget, procurement plan, review the project work plan, implement and monitor child protection and education activities and ensure that program objectives and activities are in line with in the context of Save the children, values, aims and objectives.

  • Oversee project implementation to ensure timely delivery of project activities

  • Facilitate CP & education related trainings in all active grants to incentive workers and program officers

  • Provide support and supervise the functionality of the community based structures (CPCBCS, PTA, Community reference group, mothers group and child clubs)

  • In compliance with internal SC and any relevant external donor requirements write, review, compile and share camp specific project report and progress reports on weekly, monthly, quarterly and annual basis

  • Integrate and mainstream CP in education- monitor the safety of the school for children, identify children of concern in the school and link with the case management work, follow up if UASC are attending school

  • Identify critical program gaps and vulnerabilities, and clarify roles, responsibilities and accountabilities to effectively address those gaps.

  • Ensure the consistent, proper and confidential documentation and case management system for UASC and other vulnerable children.

  • Check the case referrals to be made to other agencies and follow up on the progress. Furthermore, ensure necessary attention is given to children of concern through the provision of case management, referral services, material and other psychosocial supports.

  • Provide inputs on the development of project concept note and proposal

  • Ensuring activities are compatible and linked with the existing other project activities if necessary with other sectors and actors.

  • Take measures and recommend directions to improve the quality of child protection and education program works and to maximize the benefit children should get from it.

  • Follow up the proper functioning of the facilities availed in the CFS and ECCE centres.

  • Represent Save the Children in camp level coordination platforms working closely ARRA and UNHCR camp leadership

2: Human Resource Management

  • Line management of Terkidi camp based staffs

  • Ensure staffs respect working hours and be at their duty station on time.

  • Make sure staffs submit annual goals and quarterly deliverables and carry out one to conversation on quarterly basis and give the necessary feedback, follow up and support to improve staff performance.

  • Ensure all staffs under their supervision have filled and submitted their monthly timesheet to their manager.

  • Ensure staffs under their supervision are at the highest standard of code of conduct and behaviour.at all times.

  • Ensure the integration and harmonization of project team with other field office program and support staffs.

  • Conduct regular camp based staff meeting

  • Liaise with program and HR units, identify technical staffing needs for program, support recruitment, induction and training of new program staffs.

3: Financial Management

  • Ensure that project resources are efficiently utilized through continuous update on the DIP.

  • Working with the PM prepare monthly budget forecasts, field payment schedules, procurement plan and work terms of references in line with SCI working documents.

  • In close collaboration with PM review and analyse monthly budget versus actual reports and share feedbacks as required.

  • Contribute Award Implementation Review (AIR) and align with budget lines

4: Coordination and networking

  • Play key roles in coordinating and supervising child protection and education related activities and in coordination with ARRA, UNHCR and other implementing partners.

  • Working closely with child protection and education programs, develop partnerships to leverage resources, ensure adequate coverage in the refugee response and ensure adequate funding consistent with SC resource mobilization strategy and Cat 2 response plans.

  • Interagency coordination forums, advocating for the specific needs of children. This may involve supporting/participating in a camp based coordination meeting and task force/working group meetings to maintain smooth working relationship with IPs, identify and advocate for key child protection and education concerns/challenges and work together with relevant stakeholders to

    • achieve better results

  • Proactively engage on inter agency assessments, joint monitoring and evaluation

  • Ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.

  • Represent SC on the coordination at camp level

  • Attend camp based coordination meeting facilitated by UNHCR and ARRA at Terkidi camp. In addition, compile and share weekly meeting reports for FOM and programs.

  • Led on initiating, facilitating/co-facilitating CP/SGBV and education cluster meetings in Terkidi camp.

  • Coordinate the link and flow of information among CP and Education officers and others actors

 6: Monitoring and Supervision

  • Monitors all camp based activities and daily supervision guidance to camp based staffs (Teachers, social workers, CP and Education officers)

  • Monitor the quality of CFS and ECCE services (the structures, social workers, children, parents, ECCE teachers, etc.)

  • Documentation and sharing of best practices, lessons learnt through project implementation.

  • Ensure mechanism of provision NFI based on the do no harm principle and best interest of the children

  • Strengthen accountability by supporting systems to seek, receive, and respond to beneficiaries’ feedback, suggestions, and complaints

  • Ensure access to relevant guides and tools/checklists (case prioritization, CFS activities, CC guidelines, ECCE tools and guides) to all program officers and incentive workers

  • With support from the MEAL unit put in place an M & E plan for projects and ensuring its linkage with reporting requirements

  • Contribute to the development of appropriate and effective program monitoring/MEAL systems

  • Ensure that all program officers adhere with project milestones and periodically update DIP and other essential working documents.

7: Problem solving

  • Regularly scan environment and plan and address issues in timely manner

  • Ensure effective communication and facilitate discussion among team members

  • Timely communicate issues that need the attention of FOM, Program and HR unit.

8: General/Others

  • Monitor movement of the camp based vehicle with logistic staffs

  • Facilitate all logistics arrangements ensuring work hours and presence in the camp (e.g., vehicle and following up if all staff leaving to the camp on time)

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, safety and security, equal opportunities and other relevant policies and procedures.

  • Carry out additional tasks as required

QUALIFICATIONS AND EXPERIENCE

MA/BSA in Social studies, education, the management or related field

Work Experience

Minimum 5 years of experience in management and leadership of humanitarian projects in the child protection, education, and health sectors

At least 2-3 years of experience in the development of project planning and M & E systems

Comprehensive understanding of refugee response in Ethiopia; Successful work at various levels of refugee programs and camp management

Experience working in projects funded by USAID/BPRM, UNHCR, UNICEF and ECHO
