Job Purpose
Working at field level within the Humanitarian Programme, the cash officer will be responsible for directly on targeting, cash distribution follows up and monitoring of daily activities. The emergency cash Officer will work closely with grassroots level stockholders and communities. Additionally, he/she will be expected to contribute inputs to the development of new projects, suggest ways for improvement on future projects designing and implementation based on his/her observations and experiences at field.
Description of Functional Relationships
He/she will report directly to the Senior Project Officer Kersadula District. However, the EMERGENCY CASH OFFICER is also overseen and supported by the FSL Program Coordinator. S/He will liaise with and provide regular reports to the IR Ethiopia field office and Head Office structure
Task & Responsibilities
Responsible for day-to-day activities of the implementation and the evaluation of the project. This position has the role of implementing, following up, monitoring, and evaluating the program activities, and securing commitments and accountability for FSL results in the implementation area.
Ensure correct beneficiary selection procedure and criteria are used during the beneficiaries targeting process
Ensure any feedback from beneficiaries or target communities is correctly collected and shared with the coordinator, is responded to appropriately, or raised with Senior Project Officer or Program Coordinator if needed.
· This position has the role of implementing, following up, monitoring, and evaluating the program activities, and securing commitments and accountability for cash-based intervention.
· Responsible for emergency cash day to day activity implementation in Kersa Dula woreda
· Work closely with project staffs, local government line Offices and the communities in the planning and coordination of the IRE Cash project
· Provide regular reports and updates to the Senior Project Officer regarding project activities from the Field
· Ensure correct beneficiary selection procedure and criteria are followed by community mobilizers, and committees;
· Ensure any feedback from beneficiaries or target communities shared by community Facilitator and the community members are responded to appropriately or raised with project
· Support Community Facilitator in the planning of their day-to-day activities;
· Coordinate with Senior Project officer and field finance team, field logistics in the planning of cash distribution activities.
· Ensure that beneficiaries are adequately communicated about project activities and plans, including distribution date and conditions required for verification.
· Training of Community Facilitator and data collectors on PDM tools and price monitoring tools and regularly check the quality of information collected
· Provide regular progress reports to the Project coordinator as per the requirement
· Prepare monthly and quarterly plans for monitoring, review, and quarterly and annual project reports and plans
· Organize meetings to sensitize communities about the purpose and modalities of the cash project
· Ensure all Document relevant distribution data (Beneficiary List, Master list are well Completed and Corrected)
· Participate and lead the selection of beneficiaries for the different Criteria
· Perform other duties as assigned by the supervisor.
· Works closely with implementing partners to oversee the quality of work and provide technical support
Technical Support role
· Support communities to increase their knowledge and skills through training, exposure and joint actions
· Strengthen community self-mobilization through their leaders for participation in their planning, implementation and monitoring of activities
· Share latest development ideas and appropriate technologies to community members/groups
· Share information on support and cooperation opportunities with communities and other stakeholders
· Use a variety of extension methods, which are suited to the situation, and build the capacities (knowledge, and skills) of communities and GoE extension agents
· Promote constructive customary mechanisms and institution building with in communities
· Promote adoption of approaches that leads to sustainable development
· Build communities’ management skills in analysis and reflection processes, setting goals for improvements, planning implementation steps, taking action, and monitoring progress
· Strong Knowledge of Cash Transfer Modality and Selection Criteria
· Substantial experience in managing team, coordinating, mobilizing the community, planning, implementation, supervision, monitoring, and reporting
· Proven ability to manage a complex and demanding workload
· Excellent Report Writing and English proficiency skills
· Experience and knowledge of pastoral context preferably Somali region and knowledge of Somali language is advantageous
· Good advocacy, communication, presentation, and facilitation skills
· Strong interpersonal skills and an ability to train and mentor staff
· Work experience in diverse international NGOs is an asset
· Ability and willingness to travel and work in rural areas where the project is implemented
Accountability
· In line with IR under the Core Humanitarian Standard (CHS):
· Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
· Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
· Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.
Personal Specification
Formal Education/Qualification
BSc/Diploma in Financial Inclusion, or graduate from TVET in Rural development, Economics, Community Development, food security and any other related field
Work Experience
A minimum of two year or 3 years’ work experience respectively it is preferably with an NGO experience
Sound conceptual understanding of humanitarian, the existing area dynamics, solid experience in working with and managing partnership, networking, and capacity building processes with the local community and Government system
Field based experience of programme implementation in cash, DRR and food security
Skills and Competences
Proven ability to develop and maintain strong relationships with communities, local government organizations and NGOs.
Flexible and creative approach, highly motivated and able to take the initiative and work unsupervised.
Good English communication skills, both verbal and written, and knowledge of local language is mandatory.
Have computer skills, including Microsoft Word, outlook, and Excel
