About Brooke
Brooke is an international animal welfare organization working to improve the lives of working horses, donkeys, mules and the people who depend on them. We reach over 2 million working animals across Africa, Asia, Latin America and the Middle East. Our staff include vets, animal welfare experts and advocacy and development specialists.
Our aim is to equip local people with the knowledge and skills to give their horse, donkey or mule a better life; and to enhance local capacity and conducive environment to sustainably improve the lives of working horses, donkeys and mules. Brooke has been working in Ethiopia since 2006 with a country office in Addis Ababa.
Main Purpose of the JobThe MEAL Manager will be responsible on ensuring the quality and accountability of BE’s work. The MEAL Manager will bring significant experience and fresh ideas to lead on MEAL system implementation, review and evaluations, MEAL budgeting, recruitment, as well as support to proposal writing and log frame development.The post holder will ensure that all Brooke Ethiopia and Partner projects are supported to ensure quality, effectiveness and appropriateness of their programs. It will be important for the post-holder to capture lessons learned and communicate this information in various capacities to improve on-going and future programming. S/he will guide Brooke Ethiopia and Partner teams to maintain an effective monitoring system across all sectors, including the use of beneficiary feedback data, and to assure the quality of interventions.The MEAL Manager will ensure that the program has evidence-based knowledge to inform the direction of the program from assessment and regular program monitoring documents. Special attention should be paid to the positive and negative impact that interventions have both in equines and communities. The MEAL Manager will work closely with Brooke UK team and national staff to develop high quality monitoring systems and tools which address indicators set out in the BE’s & global MEAL framework.
Main Tasks and Responsibilities:
Management and Leadership:
· Design and Manage Monitoring, Evaluation, Accountability and Learning Systems
· Support design and implementation of systems to collect and analyze program performance data for evidence-based programming decisions.
· Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming
· Build strong relationships with colleagues and provide support as required to ensure MEAL system is understood and supported at BE’s field staff and partner level
· Work closely with the program operations teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability, management and impact.
· Ensure that the MEAL system operates effectively with the support and resources required and that there are clear links between field and CO level and between MEAL and other department.
· Advise and manage a MEAL training program with the goal of increasing capacity and awareness of MEAL for all staff.
· Ensure that data brought together and findings from across thematic to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization.
· Lead on monitoring and improving the synergy and integration of thematic program to enhance delivery of outstanding results for equines and their communities.

a. Perform such additional tasks as may reasonably be required by the line manager.

A Bachelor’s degree or higher in relevant field (Development or Social Studies).
Senior level experience (5+ years) of leading and managing MEAL function in an international NGO.
Proven experience of designing and implementing Monitoring and Evaluation (M&E) tools and systems, including data collection and analysis.
Knowledge of basic Animal Welfare (AW) concepts and the importance of working equines to households / the economy.
Experience of managing subordinate staff
Commitment and enthusiasm for the Brooke’s mission and values in promoting equine welfare.
Capacity building experience in project monitoring, reporting, and evaluation.
Must be conversant with both qualitative and quantitative data collection methods and analysis.
Skills and Abilities
Demonstrable skills in results based planning, monitoring and evaluation
Excellent IT skills, especially MS Word, Excel and other MS Office applications
Strong interpersonal skills and ability to manage complex and sensitive organizational relationships.
Fluency in English and Amharic (spoken and written).
