Energising Development Ethiopia (EnDev) Ethiopia
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes complex reforms and change processes.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on the commission of the Ethiopian Government and other international donors.
Energizing Development Ethiopia (EnDev) Ethiopia (being implemented by GIZ) supports a sustainable supply of energy services to lower-income households, social institutions and small to medium sized enterprises with a focus on rural areas. EnDev is a multi-donor and multi-implementer energy access partnership. It is currently financed by six donor countries – the Netherlands, Germany, Norway, the United Kingdom, Switzerland and Sweden. Being part of the global programme, EnDev Ethiopia receives additional co-funding from Ireland, the Korea Foundation for International Healthcare and the European Union.
As part of EnDev program, the Cooking Energy Component seeks to strengthen the clean cooking sector, promote cleaner cooking technologies and alternative fuel efficient and healthy fuels, working closely with the public and private sector. The component therefore seeks to recruit a qualified technical expert to support the policy related aspects of the component to ensure that the interventions planned and support offered by the component are aligned to Government policies and part of an enabling environment.
Contract Duration: 30/06/2023 (with the possibility of extension)
Responsibilities and Duties
Main Responsibilities
The Policy & Institutional Framework Advisor will be responsible for:
Overall guidance and implementation of the policy initiatives of the Cooking Energy Component with focus on sectoral transformation.
Provision of policy analysis support to the cooking energy component within all intervention areas requiring policy enabling environment.
Technical oversight of all sectoral and policy level initiatives of the Cooking Energy Component are implemented in an integrated manner for optimal outreach and impact.
Provides analytical feedback from a policy perspective to the conceptualization, formulation, design and implementation of initiatives under the component.
Advisory for all policy- and regulatory aspects towards improvement of overall framework conditions for private sector involved in the clean cooking sector and working with the Cooking Energy Component.
Collates component engagements, internal as well as external, that involve policy and regulatory adjustments.
Provides policy guidance to public private dialogues, technical assistance, co-financing schemes and competitive grant schemes.
Leads the data collection, analysis, reporting and distribution efforts of the component with regards to policy-oriented interventions.
Serves as the focal person for all policy-oriented actions, relationships and engagements of the component, both internal as well as external.
Policy and institutional framework related communication with all involved staff, partners and institutions. Cooperation with other components and programmes of the energy portfolio and coordination of joint policy-related processes.
Participation in cross-programme work groups on strategic policy-related topics and cross-cutting matters within the developing of an enabling policy environment.
Within the above-mentioned broader context, the policy advisor will fulfill the following tasks.
B. Tasks
Advisory Services and Consulting:
Advises the Cooking Energy Component on key policy level strategies that can ensure the transformation of high growth ICS producers to semi-industrial level.
Leads the formulation, design and monitoring of strategic policy aspects as related to interventions targeted at empowering new players and strengthen existing players in clean cooking sector and value chains.
Produces policy framework and relevant analysis for all need assessments, capacity gap analysis, financing needs, technology viability and other studies that inform intervention decision-making within the component.
Takes part in the review, deep dive analysis and mapping of solutions of the cooking energy investment environment so as to optimize local and FDI attraction in collaboration with various internal as well as external stakeholders.
Collaborate in the regulatory analysis for inclusive sectoral development, wherein constraints to progressive cooking energy sector are identified and potential solutions are identified.
Creates the policy analysis for functional support to the Ethiopian Cooking Alliance, sectoral associations, industry associations and other platforms with the aim of strengthening advocacy towards strong private sector.
Collaborates with the responsible private sector and public sector agency in crafting the business agendas for effective and on-time public private dialogues.
Produces the detailed structural, content, publication and distribution plans for cooking energy policy briefs that will be instrumental in promoting sectoral transformation.
Provides analytical guidance to the promotional and awareness creation schemes of the component with focus on outreach.
Supports the technical assistance, co-financing and competitive grant schemes of the component with upbeat policy analysis.
In cooperation with the programs gender focal persons, crafts the gender analysis framework for the component and makes sure that it is strictly utilized in all the interventions of the component.
Provides policy input to the efforts of the component with regards to creating integrated cooking energy value chains and human resource development systems
Networking and Cooperation
The policy advisor will be working closely with the subcomponent leads and technical experts in the component so as to ensure that all activities are seen through the prism of the existing as well as upcoming policy endeavors in the cooking energy space.
Collaborates with focal persons of government agencies (regional as well as federal) , private sector representatives, chambers of commerce, sectoral associations, industry associations and others for an effective implementation of public private dialogues and other forms of policy discussions.
Works closely with commissioned contractors and consultants for an effective capturing of policy aspects in all third party outputs and outcomes.
Coordination and Oversight
Support the head of component to oversee all policy related outcomes at component level and collaborates ensure that such outcomes are in line with broader component and EnDev program objectives, targets and expectations.
Plans, implements and monitors the policy support provisions to service lines and activities under the components.
Coordinates external service providers/consultants in implementation of policy-oriented activities for higher outreach and impact.
Works closely with the head of component and team of technical advisors to ensure that all component related technical assistance provisions embrace sufficient policy context.
Supports the head of component to coordinate the policy related partnerships of the component with internal as well as external stakeholders, including government agencies, nongovernmental agencies, embassies and industry for integrating policy reform efforts.
Collaborates with policy advisors of the other components to ensure optimal synergies with the component under the guidance of the head of component.
Knowledge Management
Collects, analyzes and documents all policy level activities and developments which can/will have a direct and indirect impact on the cooking energy sector and specifically the cooking energy component.
Serves as a focal person for all policy related developments in the component and collaborates with policy advisors in other components and programs to fulfill the policy objectives of the component, in consultation with the head of component.
Maintains all intermediate and final outputs of contractors and commissioned consultants on issues related to the policy space, in consultation with the head of component.
Tracks and records all policy developments attained through public policy dialogues, industry level discussions, local level multi-stakeholder platforms and national sector platforms. Communicate these developments to the cooking energy component team, in consultation with the head of component.
Manages the intermediate and final outputs of the development process of policy briefs on key cooking energy issues.
Tracks and maintains qualitative and quantitative information on component level policy interventions and activities.
General Duties
Supports the Head of Component to keep track of all policy related activities of the component.
Bridges the analytical gap between component management and service level guidance with upbeat relevant policy analysis to create an enabling environment.
Represents the component in internal as well as external policy discussions on/around cooking energy and issues that relate to the cooking energy sector.
Helps in strategizing activity implementation approaches at component, service and individual levels and ensure policy issues are always considered.
Assists and/or carries out other program/project activities and any other tasks as assigned by the head of the cooking energy component and the head/ duputy head of EnDev Ethiopia and the head of the Energy Portfolio in Ethiopia
Required qualifications, experiences, and competences:
Qualifications
Master’s degree in Political Sciences, Policy Development Economics, Business Strategy, Energy Engineering, Natural Resources, Energy Management, Environmental Studies, African Development Studies or a related field and minimum 8 years of policy and institutional framework related experience with development cooperation, particularly in the energy and clean cooking sector.
Professional experience
Solid understanding of the policy related issues in the energy sector and especially in clean cooking in Ethiopia is required as well as expertise in development and management of applicable gender sensitive project approaches in policy related matters.
Solid working experience in policy development within the cooking sector that results in the creation of an enabling environment within the private sector and focused on value chain development/strengthening is required.
Experience working on policy and institutional framework development to create enabling environment for the clean cooking energy sector is required.
Experience with GIZ and similar other agencies will be preferred.
Experience of collaboration with Ethiopian Government Agencies is highly desirable.
Strong interest and experience in energy-access related innovations, demonstrated ability to develop unique solutions on issues related to policy & institutional framework development for & with private sector actors & public sector partners;
Other Competence
Excellent English & Amharic written & spoken proficiency; Command of any additional local languages is an advantage
Ability to perform under high pressure in a dynamic environment, and adjust quickly to new circumstances;
Excellent networking, communication and presentation skills, considering the cultural and political contexts in development cooperation particularly in the cooking energy sector;
Good team player with high interest in knowledge sharing and collaborating in dynamic and multicultural environments;
Ability to apply good judgement in the context of assignments given, ability to plan own work and manage conflicting priorities;
Full proficiency with computers, relevant software and other applications, strong analytical, research and documentation skills;
Willingness to frequently travel to other regions in Ethiopia
