Job Description

ROLE PURPOSE

The position holder will be responsible to support the implementation and realization of the PIE’s strategy through strategically managing and leading the Break free project in the selected districts of Amhara Regional state aligning to the thematic country program.

The post holder is responsible for the delivery of expected results in line with pre-agreed program plans and objectives of the Break Free Programme and oversees its implementation process in remarkable ways throughout the project cycle.   The post holder is responsible for ensuring quality program delivery of the overall Break Free project/programme.  She/he ensures integration, collaboration, coordination, communication and teamwork within and across other projects/ programs implemented by Plan International Ethiopia predominantly in the Amhara Program Area. More so, the position holder will also has a great role to ensure the implementation of Plan’s policy on Safeguarding Children and Young people in all stages of PIE intervention areas

Dimensions of the Role

  • Break Free project officer will closely support advocacy and lobby works to promote positive social and gender norms, enhancing gender equality and education, promoting access to quality SRHR information, education and services as well as to contribute the reduction of harmful practices particularly CM and FGM/C.

  • Collaborate and support councils, law enforcement and government sectoral offices at regional, zonal and district levels to enable meaningful participation of girls and young women.

  • Support and collaborate with Girls and Young Women ( GYW) led CSOs and other CSOs focussing on girls and young women, alliances and networks to jointly work in policy advocacy and promote gender transformation approach

  • Responsible for annual plan development, overseeing implementation and monitoring, ensuring   effectiveness and efficiency of the project, budget management and  quality program delivery of  overall Break Free  project in Amhara program areas, networking, developing and strengthening partnerships and mainstreaming of child centred community development.

  • Since significant part of the project is implemented in collaboration with government stakeholders, creating and nurturing partnership with district, zonal and regional levels like Women, Children and Youth Affairs, Regional councils and other partners is key part of the role.   

Accountabilities

Quality Project implementation, monitoring and reporting

  • Support the break free coordinator in preparation of  annual work and budget plan of the Break Free project

  • Mobilize different CBOs at community level to address  social norms  and gender inequality

  • Establish and support CC and COC groups at community level for smooth project implementation

  • Support and facilitate joint implementation plan of the project with relevant government stakeholders

  • Directly work towards changing discriminatory social norms and harmful traditional practices such as CM, FGM/C.

  • Support and monitor CBOs at community level

  • Conduct regular visits to the project sites and provide technical support for community based child protection structures (such as school clubs), community based volunteers and community development facilitators to ensure quality service delivery principally to advocate gender equality, girl’s education and Adolescent and youth SRHR information and education through addressing gender inequalities and HTPs at grass root level.

  • Closely coordinate and provide technical support project team and key gov’t stakeholders to cascade demand creation /awareness creation activities and then to bring  behaviour change changes on existing  bad social norms and gender inequalities.

  • Work hand in hand with relevant government structures at woreda and kebele  levels  to bring the required change in the life of girls and young women

  • Facilitate and support towards enhancing collective voice, actions and meaningful participation of girls and young women, coordinating GYW led CSOs and other CSOs for joint lobby and advocacy

  • Facilitate and lead lobby and advocacy activities of the Break Free project at zonal and district level.

  • Ensure the mainstreaming of Gender and Child Protection in the program areas.

  • Collect, record, document and share best practices of the project for further learning and development and improvement.

  • Facilitate different training, workshop, learning and review meeting forums with government, CBOs and Girls and young women focused CSOs

Networking and partnership  

  • Work in close collaboration with Break Free alliance members.

  • Support complementarity of the Break Free consortium members’ interventions towards a common goal of Break Free.

  • Prepare and facilitate joint field monitoring of the project with Break Free members and relevant   government stakeholders

  • Represent PIE in different networks, meetings, workshops, forums and trainings with NGOs and likeminded organizations at zonal and district level.

  • Establish links and good relationships with relevant government stakeholders at all levels.

Child Protection and Gender Equality Responsibilities

  • Ensures that the Break Free project implementation is as per the required and expected standards on child protection and gender equality.

  • Ensure equal participation and benefit of adolescent boys and girls and children with disabilities in all phases of project implementation.

Job Requirements

Technical expertise, skills and knowledge

Essential

  • Bachelor’s Degree in Social Science, Social work, and other related field at least 3 years relevant experience of which at least two years’ experience with NGOs.

  • In-depth knowledge of GBV, harmful traditional practices, gender equality, girls right and their relevance in their protection

  • Demonstrated experience of working on child protection , gender equality, HTPs, civil society development, lobby and advocacy, behavioral change and communications   

  • Demonstrated experience and/or knowledge of working with the regional and local government sectors.

  • Experience with a diverse set of stakeholders at all levels of an organization, including from policy-makers and senior management to local government and CSOs, as well as community leaders and beneficiaries.

  • Experience conducting joint supportive supervision with key stakeholders.

  • Knowledge of effective participatory monitoring, evaluation and research systems and processes.

Desirable

  • Extensive knowledge of gender equality, child protection, lobby and advocacy, civil society development, government policies, legal frameworks and strategies.

  • In-depth knowledge of project cycle management and child centred community development programming

  • Knowledge of development issues, trends, challenges and opportunities and implications to community development

  • Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes

  • Excellent interpersonal skills, including the ability to build relationships with colleagues.

  • Gender analysis and gender mainstreaming skills

  • Excellent written and oral communication skills, including presentation

  • Strong negotiation, influencing and problem-solving skills.

  • Proficient in computer skills and use of relevant software and other applications
