Job Description

Programme Management

•Responsible for the development of the GTN work plan, recruitment plan, procurement plan, and phased budgets for your project.

•Works closely with the Support Services – HR/Finance/ Supply chain to provide them with advanced plans so that they can efficiently carry out their job.

•Ensure the mainstreaming  and implementation of GTN program quality, WASH, and gender

•In monthly meetings with the AOM, provides up to date information on the progress of the project and flags any concerns in a timely manner.

•Manage all  GTN activities, resources and assets for projects under supervision

•Identify critical issues in the implementation of projects and take the necessary actions to address problems and constraints

•Prepare periodic reports on the implementation of project activities as per the requirements of SCI, regional MOUs and specific project donors

•Ensure that strategies for phasing out are taken care of during implementation; and project close outs are properly planned and executed

•Facilitate and ensure the involvement of children as primary stakeholders in all project work

•Serve as key technical expert in health and nutrition in the geographic location and contribute to knowledge sharing as well as capacity building of other staff as relevant.

•Support the AOM in the drafting project related MOU with the relevant regional partners, follows up on the review and revision processes, as well as finalization and signing.

•Liaises with the relevant sector offices at the location as it relates to the projects under supervision; represents the Health  and Agriculture sectors within the location as necessary and upon delegation

•Leads project activity and budget revisions, prepares justification for request of amendments in keeping with donor regulations and procedures, closely working with the relevant award team to ensure timely action

 

Budget Management

•Prepare annual and quarterly  GTN’s project Program Operation Plan (POP) based on approved Detailed Implementation Plan (DIPs)

•Manage  GTN budgets, including phasing of budgets as per work plans, leading monthly review of spend reports, identification of errors and required actions to address same

•Ensure effective and efficient utilization of project budget and other resources for intended purpose; follow up on budget utilization and project expenditure as needed

•Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments; support partners as necessary to ensure proper financial management, utilization and reporting

•Facilitates communication and interaction between partners and the SCI Awards Team; submit cash forecast for GTN to facilitates budget transfer

•Closely work with the Awards Team  to efficiently monitor and track burn rates, reporting and financial compliance issues

 

Team Management

•Work with field office managers and GTN operation managers  to ensure appropriate  team management

•Effectively manage and lead large  GTN team at regional and zonal/woreda level

•Ensure that GTN regional teams aware of  key SCI policies, and  comply with its implementation

•Ensure that GTN team member’s gaps identified and capacity building activities planned and executed

•Ensure  integration and harmonization of GTN regional team with other field office program and support staff

•Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;

a.         Coaching, mentoring and other developmental opportunities;

b.         Recognition and rewards for outstanding performance;

c.         Effective and timely management of poor performance

d.         Documentation of performance that is less than satisfactory, with appropriate performance improvements / work plans

Partner management

•Serves as key liaison with regional health bureau (RHB) and Bureau of Agriculture for GTN

•Mange the performance of the local NGO partner in the region.

•Build and maintain strong collaborative working relationships with Regional Health Bureau, Regional Agriculture and rural development, and others relevant regional officials.

•Build and maintain strong collaborative relationships UN Agencies, international and national NGOs working on Nutrition and livelihood in the region e.g. active participation in coordination and networking relationships.

•Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions

•Closely work with partners in the preparation of periodic and project completion reports

•Support partners in preparing annual and quarterly project budgets and making budget revisions

•In consultation with the Partnership Team, assess the capacity of partner organizations and develop capacity-building plans to address the gaps; support the implementation of the plan and monitor and document changes.

•Ensure that all relevant partnership documents are centrally maintained both in hard and electronic copies.

 

Coordination

•In collaboration with other key partners, ensure the strengthening of nutrition multi-sectoral coordination mechanism at regional level and its proper functioning.

•Coordinate with the Area Office manager in order to manage the project and area operations, supervise the field support staff, and coordinate activity of GTN by working closely with the technical team, zonal coordinators to ensure quality of interventions and on time completion of activities

•Coordinate technical staff working in the region; lead weekly, monthly and quarterly regional planning meetings and

•Ensure that weekly schedules/travel plans are coordinated and completed, and manage project coordinators under his/her supervision.

• Coordinate with the field office and ensure that the project's administrative processes, such as logistics, procurements, and policy compliance are well established and fully implemented according to Save the Children and USAID policy and procedures

 

Monitoring, evaluation and quality assurance

•Undertake situation analysis of nutrition issues in the location and establish baseline data for impact monitoring, as well as for use in for new business developments

•In coordination with and support from relevant  M&E team, design results based monitoring and evaluation process for projects under supervision

•Monitor according to the GTN regional annual work plan and systematically document project results

•Monitor and systematically document implementation lessons, best practices and innovations for projects under supervision; and ensure that such information is fed into new business development.

•Plan and facilitate regularly scheduled reviews of projects with partners and stakeholders

•Facilitate mid-term, terminal and other review and evaluation of projects through participatory process

•In coordination with M&E coordinator, lead and coordinate the development of TORs and management of tasks, including quick assessments, evaluations, and documentations, for projects under supervision as required

•Facilitates visits to donors, members and others as necessary

•Report regularly in writing to sub-office manager and operation manager on project updates, with copy to relevant technical advisors issues, needs, problems, or ideas for improving the project.

Job Requirements

MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES

QUALIFICATION:

•Master’s degree in an public health, nursing, development studies, social science or equivalent

•Recommended a minimum of 7 years’ experience in a corporate or NGO environment managing community based health projects, focusing on MNCH, nutrition,; proven experience in working with and managing partners.

•Certificate on project cycle management, ToT on Nutrition MNCH, health communication or related relevant topic is a plus.

•Excellent knowledge and understanding of the Ethiopian health policy and strategies, as well as the health sector development program, health extension platform and

•Experience working with the Ministry of Health at sub-national levels

•Highly developed interpersonal and communication skills including influencing, negotiation and coaching

•Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

•Strong results orientation, with the ability to challenge existing mind-sets

•Experience of working successfully with senior managers in other parts of own organization or partner organizations to deliver major change

•Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved

•Experience of managing and shaping programmes to deliver greater efficiency and effectiveness, and of strengthening implementation of financial control processes

•Solid budgeting skills and knowledge of key USAID regulations

•Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in

•Ability to present complex information in a succinct and compelling manner

•Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies

•Fluency in local  language  is a plus

•Fluency in English, both verbal and written, required
