Job Description
The Commodity Compliance and Monitoring Officer position plays a critical role in monitoring the actual distribution of food, agricultural supplies and non-food items to targeted communities. S/he reviews regular reports produced by food aid monitors and conducts regular monitoring visits to the field offices and food distribution points in an effort to identify challenges within the commodity distribution process and to identify solutions with the appropriate staff. The post holder also conducts end use monitoring assessments and documents findings. S/he monitors implementation of recommendations and agreed action points in close coordination with program staff in an effort to improve the management and delivery of food, agricultural supplies and non-food items to targeted beneficiaries.
II. Responsibilities
Job Responsibility #1 Monitoring and Reporting (35%)
Conduct regular field visits to field offices and FDP’s to ensure that all activities in the commodity management process comply with the commodity management minimum standard. This includes monitoring the warehouse structure, storage and handling, stacking and distribution.
Based on monitoring observations, prepare field trip reports with recommendations and subsequent action plans for each FDP
Communicate regularly with the commodity compliance officer HO to verify, address and close findings at FDP level and maintain evidence (documentation) of such closures
Follow up the proper completion of warehouse management and commodity distribution inspection checklists completed by food monitors for warehouses visited and distributions observed and summarize the findings
Ensure that food monitors are conducting end use monitoring with beneficiaries regarding their ration size and the quality of items distributed
Review and compile FO and Food Aid Monitors' monitoring plans and reports and follow up implementation status with all concerned staffs
Assess the internal control systems and procedures and compliance of regulations at each FDP to identify potential risks and come up with recommendations
Determine losses and actions taken on a timely basis to pursue claims against responsible parties
Job Responsibility #2: Actions to ensure quality commodity management and compliance (35%)
Support commodity supervisors, distributors and storekeepers to ensure viable corrective action plans are in place to bring commodity management at FDP in compliance with Donor minimum standards for commodity management and USAID/FFP regulations
Review and consolidate field reports from field monitors identifying serious findings and issues and bringing them to the attention of the program team
Accompany and or support the JEOP/DFSA compliance officers in conducting field visits
Maintain files of follow up matrix sheets and enter closed findings in the agreed database
Lead the development of profiles for each FDP and monthly status reports for submission to JEOP management and compliance officers
Closely work with other commodity team to address findings reported by CRS/WVE compliance officers
Job Responsibility #3: Capacity Building and Support (20%)
Contribute to recommendations to CARE management staff at field office on steps to be taken to improve commodity management systems, food distributions and other related procedures
Coordinate the revision and improvement of commodity distribution systems in agreement with the senior commodity and compliance officer
Support efforts to build capacity of commodity management staff at FDP and local office level, ensuring compliance with JEOP minimum standards for commodity management and FFP regulations
Support in the identification of training needs for commodity management staff, facilitate training as needed, and support field offices and FDP activities in agreement with the concerned managers
Job Responsibility #4: Other (10%)
Performs other incidental duties as assigned by manager

Required:
BA Degree in Accounting, logistics management, Business Administration
two and above years’ experience in food monitoring and Commodity management
Proven supervisory experience and ability to manage teams
Excellent technical knowledge and experience in food monitoring
Knowledge of USAID/Title II rules and regulations
Excellent prioritization skills and attention to details
High degree of initiative, integrity and accountability
Skill in report writing
Ability to work under pressure and meet deadlines
Skill in the use of computers and S/W related to the job
Understanding of the importance of gender, youth and social inclusion
Demonstrated commitment to principles of gender, equity, diversity, inclusion and PSHEA (safeguarding) through previous positions or programming experience
Desired:
MBA/MS in accounting, Supplies Chain Management
