Job Description
CST Ethiopia is representing the official relief and development agencies of the Catholic Church in England and Wales, Scotland, and Ireland respectively. Since May 2020, CAFOD and Trócaire have merged under the new name CST Ethiopia and received the registration license no. 4907 from Authority for Civil Societies Organization (AfCSO).
In Ethiopia CST implements and manages development and humanitarian program work with a multitude of diverse partners, both secular and faith-based, as well as local, national international and non-traditional in their scope. CST is in the midst of implementing a 2017-21 country strategic plan focused on 2 programs – Women’s Empowerment and Resilient Communities, which integrates sustainable livelihoods, humanitarian and other programming (e.g. peacebuilding).
CST Ethiopia is looking to recruit a Safety and Access Coordinator that will provide support to the CST Ethiopia country program.

The role is initially for 2 years fixed term and subject to extension based on availability of fund.
Overall responsibility
The Safety and Access Coordinator is responsible for collecting and analysing security information, providing recommendations, analysing risks, and updating safety plans. The role also provides capacity-strengthening support to implementing partners.
Security Management:
In terms of security management, the Safety and Access Coordinator must:
Ensure that safety rules are in place and respected within CST Ethiopia
Establish all the contacts necessary for good management of the security situation in Tigray
Build and maintain a positive relationship with key security actors in the region
Ensure that CST Ethiopia vehicles, homes, and equipment meet standard safety standards. It provides recommendations for improving these safety standards, if necessary.
In consultation with the CD and Country Management Team (CMT) revise the CST Ethiopia security management plan (SMP) and update it periodically when the need arises
In consultation with the Country Director, develop local security protocols for the CST Ethiopia field office and team in Mekelle, Tigray for inclusion in the country SMP
Participate in incident/evacuation/relocation management of teams in the field under the direct supervision of the Country Director and other CMT members
Provide technical support on the preparation of security/safety-related SOPs
Qualification
Have completed at least the degree cycle in one of the following fields: Security, Management, or other related field, or have a minimum of 5 years’ experience at a management level in the field of security
Experience
Have at least 3 years of experience in the field of Safety and Access management in an International, private, or non-profit Organization,
Have proven experience in the security system and management of safety communication equipment as well as automotive cart
Proven experience in coordinating safety aspects and safety management group participation
Have a comprehensive knowledge of the rules of the road as well as traffic conditions of CST Ethiopia intervention areas.
Be able to provide tailored security training based on the organizational security strategy and country security plan.
Experience in security crisis management and context analysis.
