Job Description

The Ethiopian Construction Design and Supervision Works Corporation, ECDSWCo. in short is a recently reformed dynamic and knowledge house engaged in the study, design, construction and project management of large scale engineering infrastructure and related works. We are a design and construction solution providers mainly in large scale engineering infrastructures such as buildings, water works, airports; roads, bridges and related infrastructure. We also provide specialized services in the surveying and geotechnical investigation works through the use of cutting age capabilities and technologies such as Lidar survey and state of the art geotechnical survey and investigation equipment. 

ECDSWCo is still in transformation and is at the verge of emerging into a more robust organization to be called the Ethiopian Engineering and Investment Group (EEIG) with a motto “Engineering Excellence for Quality and Sustainability”. It is prime agenda is promoting national engineering capabilities and knowledge resources together with similar national companies through the support of the Ethiopian government.  

As the ECDSWCo is taking up its next growth front and emerging to the EEIG, is looking for a seasoned, highly educated and experienced professional to work as Investment and Development Director in its Investment and Development Wing at the Head Office here in Addis Ababa. The primary responsibility of the position holder is to provide professional services and leadership in the achievement of ECDSWCo’s/EEIG’s investment and development objectives. The followings are the main duties of the position holder among others.

A. Position Context and Objectives

· Prepare and implement strategies to improve the existing businesses and stimulate new investments both in Ethiopia and abroad.

· Undertake appraisals of the existing investment proposals, carry out full-fledged standard feasibility studies for planned and new investments and provide sufficient and tangible advise to the management.

· Create business relationships and networks with key clients, financiers, stakeholders, partners, competitors, government and non-governmental organizations; and other institutions.

· Study and propose all possible sources of finance for the planned developments and expansions.

· Prepare high level promotional resources and promote the investment opportunities.

· Prepare state of the art manuals, guidelines and high-level market development strategies.

· Undertake and/or enable researches upon which the overall growth of the Corporation is to further be guided with.

· Provide tailored inhouse trainings and programmed discussion sessions regarding further improvements in investment and development aspects.

· Contribute to the overall growth and success of the company in collaboration with the leadership and staff of the Corporation as well as the Business and Development Office.

· Integrate with the team in undertaking valuable activities that promote the overall and success of the organization such as investment policy and strategic planning, innovation and knowledge and professional enhancement.

B. Key Responsibilities and Duties

B.1    Investment Policy, Strategy and Planning

· Collaborate with the various concerned units of the Corporation in the design of development strategies of the group,

· Prepare the investment development plans, including the identification, analysis and implementation modalities of priority investment initiatives,

· Prepare and present corporate investment development policies, strategies, portfolio analysis and reporting,

· Prepare financing and capital raising strategies including; government capital injections, retained earnings, loans, shareholding, etc. in line with the legal and regulatory requirements,

· Analyze and monitor regulatory, financial and institutional investment requirements and ensure eligibilities of the planned investments,

· Ensure the alignment of the investment projects/ programs/ businesses with the Corporate Strategies.

B.2 Investment Development and Managemen

· Identify and study the short and long-term potential investments, markets, products and customers,

· Carry out the analysis of each of these investment options that forms the basis for investment decisions,

· Prepare and present investment appraisals and performance reports,

· Ensure timely and appropriate disbursements in line with the performance of the operational units of the Corporation and the implementation plans of the specific investment projects,

· Ensure the utilization of funds by the investment projects/ programs/ businesses is in line with the agreed plans and is effectively and efficiently utilized,

· In collaboration with the other staff, analyze and prepare investment risk management plan,

· Carry out tailored researches regarding national as well as global business development trends and investment opportunities,

· Prepare investment development guidelines, manuals and operational procedures as appropriate.

· Participate in the preparation of investment promotion and image building documents, materials, presentations, concept notes and proposals,

· Participate in various local and international business forums and meetings and compile experiences and knowledge.

B.3    Promotion, Networking and Business Relationship

· Create business relationships with the local and international businesses entities, developers and financing/ lending institutions in line with the group’s policy and strategy.

· Regularly liaise, communicate and negotiate with government and other relevant bodies to maintain the profile of the Corporation.  

· Attend various forums in order to promote the Corporation’s business opportunities and development.

· Regularly review the impacts of these efforts and devise as appropriate strategies to ensure an enhanced awareness and competitiveness.

B.4    Ensuring Continuous Improvemen

· Develop and implement continuous improvement strategies to achieve corporate investment and development plans.  

· Prepare and implement KPIs for the various investments and establish the baselines performance levels, bench mark these levels against those of similar operators and evaluate the performances.

B.5    Administrative/ Supervisory Roles

· Ensure compliance with legislative requirements in all of the Branch’s programs.

· Preparation of budgets, financial and non-financial documentation, including submissions for funding/borrowing.  

· Evaluate performance of the various investments and operations to ensure effective and efficient implementations.  

· Prepare and present necessary reports regarding the performance of the various investments and operations.  

· Monitoring and control of income and expenditure relating to the various operations as well as financial and other monitoring requirements of funding bodies.

· Ensure relevant statistical data for planning and reporting purposes are collected and appropriate records are maintained and regularly updated.

Job Requirements

Qualification and Experience

 · Preferably PhD and at least MSc in Finance, Accounting or MBA in Finance, from recognized institutions. The first degree must be in Finance and Accounting from highly recognized University.

· 10 to 15 years of practical experience in successful business organizations working as Financial Analyst or Investment and Development professional, Consultant, or related assignments at a Lead or Senior positions.

· Experience in entrepreneurial environments and proven ability and flexibility to work in both highly structured corporate settings and less structured start‐up environments  

· Professional certifications and performance recognition awards is a plus.

· Proved competency and practical skill and experience in the formulation of investment and development policy, strategy and program/projects in public or private business companies,

· Knowledge in related professional fields such as IT, Economics, Statistics, Management and etc., in addition to the foundational investment skills,

· Strong analytical and modeling skills with respect to the Corporation’s alternative investment and development undertakings and financing modalities.
