Position: Information Management Coordinator (Internal/External)
Duty Station: Addis Ababa
Duration of Contract: One-year contract, renewable (with60 working days Probation)
Salary: As per the salary scale of the organization

POSITION SUMMARY:
The MEAL Unit is encouraged to use innovative and new methods of data gathering and analysis to fully show the impact of FHE’s work. The purpose of this position is to reinforce the information management system and to manage the collection, analysis and sharing of information that is important to make informed (evidence based) strategic decisions. The position holder is responsible to lead the utilization of monitoring and evaluation data for decision making, program planning and accountability for resources by program and project managers; documents and facilitates dissemination of lessons learned. The position holder will also work in close collaboration with the IT to design, manage and administer the database systems as well as for developing new tools and applications that will be used to facilitate internal work.
Principal Responsibilities
Key Result #1 – Design data collection tools for the current country projects
Identify new sources of data and methods to improve data collection
Design of data collection forms as appropriate, ensuring that the purpose and use of all data collected is clear and easily collectable, highlighting where potential problems might arise
Identify barriers for information collection, collation, analysis and sharing
Collect, compile and analyze data from projects on monthly basis
Lead development of tools to harmonize data collection and processes across field offices to facilitate consolidation of information
Participate in the development of tools and templates to enable and enhance regular collection of data, generate quality database report for various program levels (monitoring of inputs, outputs, outcomes, etc.) by tracking outputs and progress program achievement
Guide collection of participants list by field offices and consolidates by cluster
Key Result #2 – Design Data consolidation and analysis plans for the current country projects
1. Develop standard formats for publication materials and statistics
2. Pursue data quality, troubleshoot data validation, and see issues to resolution
3. Monitor data quality and provide feedbacks on data quality regularly to the data sources
4. Retrieve data from database or electronic files as requested
5. Uses statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts
6. Establishes data warehousing and business intelligence, which involves the management and application of data for analytics and business decision making
7. Preparing reports that effectively communicate trends, patterns, and predictions using relevant data.
Key Result #3 – MEAL Tool Development and Data Management
Ensure tracking of project results and develop an integrated database of all country projects
Ensure accountability through regular data updates, data integrity and working in collaboration with the data processors.
Incorporate field and technical team feedback to ensure the continuous improvement of data management systems
Maintain participant data using standard template with all necessary fields/attributes
Building new components of database data collection and aggregation tools (develops and maintains a comprehensive database of participants, watershed sites, infrastructures, etc.)Working with field office, head office, regional team, to ensure timely update of the database system
Supporting field office and technical staff to implement appropriate databases for tracking items in their areas of work
Ensuring data integration and interoperability, which includes everything to do with the transformation of data into a structured form (i.e., in an organized database) and the work necessary to maintain it
Maintaining reference and master data, or the process of managing data in such a way that redundancy and other mistakes are reduced by standardizing data values
Maintaining metadata, which involves all elements of creating, collecting, organizing, and managing metadata (data that references other data, like headers, etc.)
Key Result #4 – Designs and schedules database extracts and data movements
Plan and execute Implementations of new data related applications and systems.
Coordinate with the IT team on the ETL processes necessary to successfully incorporate data into database
Extract information for internal and external requests of data and coordinate with staff on data needs.
Develops appropriate Extraction, Transformation and Loading (ETL) applications for assigned projects
Designs and constructs appropriate data structures to meet project requirements and comply with overall data hub design standards and principles.
Design, implement and maintain the data solutions and models to store and retrieve data.
Create and share different datasets based on the required use cases
Key Result #5 – Produce and update data, reports and dashboards
Create and run reports on program performance and outcome measures
Maintain and report on accuracy and timeliness of documentation submission
Create dashboards by pulling data from different sources and present them to management team
Collaborate with teammates, leaders, and managers to determine and address data and reporting needs for various projects
Key Result #6 – Develop and share visual and spatial data
Ensure generation and sharing of digitized data to the relevant bodies
Produce, share maps illustrating scale/operational coverage
Produce Operational Presence and interactive maps using GIS mapping system
Ensure timely preparation and generation of information products, and support on information sharing and dissemination through web platforms to all projects and relevant users
Organize and manage the data input and initial analysis and presentation of data for each project
Ensure dissemination of information and knowledge sharing with projects
Ensure appropriate and regular information flow on all requests received
Key Result #7 – Handle internal and external data request
Ensure the collection of relevant and appropriate data needed for an effective MEAL system
Entertain any data request comes from internal and external users based on the data policy
Document and create rules relating to data standards and definitions
Plan and coordinate data quality assurance, including frequent survey auditing and data consistency checks
Key Result #8 – Identifies risks and issue related to database design and drives the mitigation of risks
1. Control of security of the database systems and how users interact with the data
2. System health monitoring and proactive correction of issues.
3. Review submitted data model Database Change Requests for adherence to database standards and best practices.
Key Result #9 – Data storage, governance and security
Ensuring availability and proper management of physical hardware used to store and manage data
Maintaining master copies of data collection forms, ensuring accurate updating as needed and supporting documentation for data management system in electronic venue accessible to relevant teams
Making sure related data sources are present through source configuration
Archiving and protecting dataset of various assessments
Ensures all elements of protecting data and ensuring only authorized users have access
Ensures all databases and archives are protected from security breaches and data losses
Maintain databases, provide data entry if required
Develops protocols for sharing data and ensuring the project activities meet the requirements of the data protection protocol
Key Result #10 – Capacity building
Prepares training manuals and guidelines on data management
Provides training for field staff to ensure consistent data management system
Strengthen the capacity of staff on information collection, analysis and reporting
Other assignments
1. Closely work with MEAL working groups established under various projects consortium members;
2. Perform other tasks given by MEAL Unit Manager

⮚ Familiarity with server administration concepts in Microsoft Windows and Linux server environments.

Experience
⮚ Six years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably on information management, data collection, analysis and developing infographics preferably in humanitarian context
⮚ Proficiency in Microsoft Office, in particular, Microsoft Excel
⮚ Knowledge of current GIS software (ArcGIS, Google Earth, QGIS)
⮚ Knowledge of Mobile Data Collection tools
⮚ Knowledge of Power BI, Adobe Illustrator, DHIS2,
Knowledge of database development desirable
Education/Certifications
⮚ Master's Degree in Project management, Computer Science, in information management, information systems, data science, statistics, GIS or other related field.
Supervisory Responsibility
The position has no Supervisory role.
Language
⮚ Proficiency in both spoken and written English; ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. He/she has the ability to write reports, business correspondence, and procedure manuals.
