Field Finance Coordinator
ZOA’s programme in Ethiopia
ZOA works in several regions in Ethiopia: Gambella Regional State (field office in Gambella Town), Somali Regional State (field office in Dolo Ado and Melkadida refugee camp), Tigray Regional State (field office in Shire and Mekelle), Oromia Regional State (field office in Harar), Amhara and Addis Ababa. In Ethiopia, ZOA works with Internally Displaced People (IDPs), host populations, persons with disabilities, returnees, and a large population of refugees who fled a combination of violence and drought in Somalia, South Sudan and Eritrea.

Your challenge
Field Finance Coordinator is responsible to supervise the daily operation of field finance department. He/she will also ensure internal financial controls are fully implemented; weekly and monthly reports on advance, cash flow, payroll rosters, regular financial reports are timely submitted to program office and Country office. He/she will also be responsible for maintaining all financial and administrative records according to accounting standards and ZOA practices. S/he will proactively work with ZOA colleagues on key issues and opportunities and find and implement solutions at Gambella Program Office level.
Field Finance Coordinator will be line managed by the Area Manager and technically assisted by ZOA Ethiopia’s Head of Finance department. The post holder will be expected to undertake frequent travel to all project intervention locations.
ESSENTIAL RESPONSIBILITIES AND DUTIES:
Your main tasks and responsibilities include, but are not limited to:
Provide regular technical supervision to Finance Officer and Finance Assistants in ZOA Gambella to ensure that all ZOA financial systems are being properly utilized;
Make sure quarterly cash projections are compiled, properly reviewed, and sent to country office timely; and ensure requested amount is transferred to ZOA Gambella Program office account.
Properly review all procurement documents before submission to Area Manager and country office for final approval signature.
Supervises, organizes and coordinates work of field finance departments and staff.
Provides clearances for staff for final payment.
Ensures that work of field finance department is in full compliance to ZOA financial and administrative policies and procedures, donors’ rules and regulations and Government of Ethiopia requirements.
Ensure weekly cash counts are conducted regularly with involvement of concerned staff from Program Office; and documents are well filled.
Ensure weekly ZOA Gambella Program office’s financial transactions are uploaded in ERP and closed always on Friday.
Properly review project documents and ensures that expenses are allocated correctly.
Ensure softcopy version of all financial documents is kept and properly filled before sending hardcopy of financial documents to country office.
Reviews monthly financial reports before sending to country office for final review and record.
Review and check staff monthly salary payroll roster before sending to ZOA country office for payment
Assists in audit schedule preparation and audit queries from Internal Audit department in Country and external audit.
Ensures that work of felid finance department complies with internal controls and internal audit requirements.
Assist Country office on opening and changing for signatories of existent and new bank accounts.
Provide orientation for new finance staff in country offices on ZOA policies and systems;
Other relevant tasks assigned by supervisor.

2. Allowances
Transportation allowance: ETB 1,500 for our programme field office staff, & ETB 2,000 for our country office staff per month.
Airtime Allowance: We provide data and airtime to enable you to conduct your work outside of the office.
we provide a closed user group so you can speak to your colleagues at no cost.
Food Allowance: we provide lunch daily at our offices, ZOA pays 600 ETB per month and staff contribute 400 ETB per month.
Severance payment: one month’s salary for an extra service year.
Hardship Allowance: If you are working in identified places as a remote and hazardous by the government, you will be entitled 20-40% additional allowances of their basic salary. Therefore, we provide 40% hardship allowance to ZOA employees working in Gambella, Dollo Ado and Shire field offices.
Transfer Allowance: We provide transfer allowance of 10,000 ETB If, in case of you permanently shift or transfer to a new programme area.
3. Paid Leave

Annual Leave: 20 days of annual leave in addition to public holidays, and you are also granted one extra day for each extra full year.
Enhanced Maternity Leave provision, 4 months
Paternity Leave 5 working days.
Rest and Recuperation (R&R): We provide you 5 working days for every consecutive 12 weeks of work R&R leave to unaccompanied staff who work away from their permanent place of residence to spend time with their family. Therefore, ZOA provides R&R leave for its employees who work in the program offices in Somali, Gambela, and Tigray regions.
4. Insurance
Provident Fund + Pension: : 32% (22% from ZOA and 10% from You.
Life insurance
Medical Insurance: We also covers your dependents, and your medical expenditures are covered by ZOA up to 100% of each invoice, up to a defined maximum refunded amount of Br 200,000 ETB per annum.

Educational Qualification and Experience
Masters/Bachelor Degree in Economics, Accounting or relevant field.
5 years related financial management and/or accounting experience in humanitarian setting. Work experience in similar position is preferred.
UN, GIZ, EU and foundation funded grants financial and administrative management experience preferred;
Strong command of written and spoken English required;
Ability to work independently, under tight deadlines and pressure.
Solid team management experience
Excellent communication and interpersonal skills
Must be organized and possess the ability to multi task
